CITY MANAGER

Job Description
Summary:
The City of Delaware City is seeking a proven leader to serve as the City Manager. The City Manager serves as the Chief Administrative Officer of the City. This position directs and coordinates the administration of municipal government in accordance with policies determined by the Mayor and Council by performing the following duties personally, or through subordinates or contractors.

Essential Duties and Responsibilities:
Includes the following & other duties may be assigned.

  1. Responsible for hiring, setting compensation, suspension, and removal of city employees, subject to the authorization of positions and funds by Mayor & Council.
  2. Directs and supervises all municipal activities such as the collection and disbursement of taxes, issuance of permits and licenses, law enforcement, in cooperation with the Chief of Police, maintenance of public health, construction of public works, and purchases of supplies and equipment.
  3. Oversees and ensures that all provisions of the Charter and all ordinances of the City are faithfully executed.
  4. With the advice of the Finance Manager, prepares and submits the annual operating budget, capital budget and 5-year capital plan to the Mayor and Council.
  5. Plans for future development to provide for population growth and expansion of public services in accordance with the Comprehensive Plan.
  6. Serves as the Zoning Officer for the town and recommends land use regulations controlling the location and development of residential and commercial sites to the appropriate committees and Mayor & Council, including floodplain management and historic preservation in designated areas.
  7. Establishes procedures to handle complaints by citizens concerning governmental activities.
  8. Makes recommendations to Council on matters affecting the health, safety or welfare of the city and its citizens.
  9. Works with designated Code Enforcement officials to handle property or safety violations.
  10. The City Manager shall execute on behalf of the City, when authorized by Council, all agreements, contracts, bonds, deeds, leases, and other documents necessary to be executed, as provided by the Charter.
  11. Secures necessary engineering services for the City.
  12. Prepares RFPs/review bids/awards contracts and oversees all contract projects.
  13. Writes grant applications
  14. Represents the City in negotiations and deliberation concerning matters of grievances, hearings, contract negotiations, and intergovernmental cooperation subject to authorization by Mayor & Council.
  15. Coordinates/manages maintenance activities of all City owned property and equipment.
  16. Updates Council and attends Council meetings and workshops as well as other business and commission meetings as required.
  17. The City Manager shall prepare and submit such reports or special assignments as may be required by the Mayor and Council. They shall perform such other duties as may be prescribed by Charter or required by Ordinance or Resolution of the Mayor and Council.
  18. On-call during weather emergencies and oversees contractor response work; also coordinates efforts with New Castle County and the State as necessary.


Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required.

  • Bachelor’s degree in public administration or related field with five years minimum experience and/or training.
  • Managerial and personnel administration experience.
  • Exceptional interpersonal skills and the ability to communicate effectively with staff, Council, residents, and other stakeholders with varying needs, opinions, and expectations.
  • Ability to interpret laws and regulations and apply them effectively.
  • Ability to effectively analyze problems and identify solutions.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from various groups.
  • Knowledge of Microsoft Office software and accounting software.

Salary Range:

  • $80,000 - $100,000 depending on experience and qualifications.
