Federal Cost Estimator at MIRACORP INC in New York, New York

We are seeking experienced Cost Estimator & Schedulers to support our federal customers on large construction projects.

The Cost Estimator & Scheduler position, located in New York, New York in the WTC,will work with our federal customer to evaluate price proposals, including, but not limited to, performing technical and price analysis between the Independent Government Estimate (IGE) and contractor proposal.

Key Responsibilities Include:


  • Determine appropriateness of costs:

    • Verify quantities using computer takeoff software and proposed mark-ups.

    • Submit a written narrative, which includes conditions of cost variations and field conditions which may affect price.

    • Prepare a detailed write-up of pre-negotiation or post-negotiation memorandum for cost reasonableness.

    • Assist the Cost Estimating Branch Chief, PM, Contracting Officers, and others in its negotiations with the contractor.

  • Analyze construction drawings, specifications, and other technical documentation to prepare schedule.

  • Assess the cost-effectiveness of products, projects, or services, tracking actual costs relative to bids as the project proceeds through construction.

  • The Cost Estimator shall develop most of their cost estimates in a CSI Cost Format or ASTM Uniformat.

  • Work with various interested groups including management to formulate estimates and resolve construction budget issues.

  • Communicate with federal personnel, engineers, architects, owners, contractors, and subcontractors on changes and adjustments to cost estimates.

  • Assist in cost monitoring, cost studies, reporting systems, and procedures, as well as any value engineering for cost reduction purposes.

  • Review construction cost documents and A/E engineer submittals, provide written comments in a timely manner to meet project schedules and deadlines.

  • Prepare design-build or design-bid-build type of cost estimate within7 calendar days or as agreed toby the Government.

  • Review the contractor's construction base or progress schedule using the most current version of Microsoft Project.

  • Compose or analyze a detailed Project Schedule using MS Project.

  • Monitor and analyze the bidding climate and make recommendations.

  • Ability to perform a market study for construction material cost escalation.

  • Perform site visits and prepare reports of findings.

  • Evaluate the merit of claim or Request for Equitable Adjustment.

Experience & Qualifications:


  • Minimum 7 years experience directly related to cost estimating, scheduling and contract administration, OR

  • Bachelors degree in Architecture, Engineering or Construction Management with 4 years of experience.

  • Certified Professional Estimator (CPE), Certified Cost Estimator/Analyst (CCEA), Association for the Advancement of Cost Engineering (AACE) credentials preferred.

  • Ability to prepare estimates or schedules independently and provide support to project staff with their estimating and estimate review needs. Must also be able to collaborate with project managers, engineers, architects, owners, and contractors on estimates.

  • Ability to evaluate a products/projects cost-effectiveness or profitability.

  • Skilled in identifying and quantifying cost factors, such as production time, material, equipment, and labor expenses.

  • Experience in projects typical of office buildings and related commercial facilities, from single story to multi story buildings, from single tenant to multi-tenant buildings, from various delivery methods such as design-bid-build, design build, design build bridging, construction manager as Constructor (CMc), etc throughout a project lifecycle from planning, design, construction, closeout.

  • Extensive knowledge and use of industry-type cost estimating and scheduling software. Ability to quickly learn and adapt to other software as needed.
