Role description:

Arcadis is seeking a mid-level Environmental Planner/Permitting Specialist to join our east coast Enviro Socio Permitting team. The successful candidate will support the development of environmental impact reviews and various permit applications with a focus on projects in New York City but will likely include supporting projects in greater New York State and in New Jersey. This role will primarily support Arcadis' team working with water, wastewater, power, energy, oil, gas, and transit clients. Projects are often fast-paced, multi-faceted, and geographically diverse. The position will require a candidate to work both collaboratively with a team of resource specialists, planners, scientists, and engineers and have the capacity to balance varying priorities and tasks to work on multiple projects concurrently and meet deliverable deadlines. Arcadis offers a flexible working environment and follows a hybrid work structure. A successful candidate can expect to work remotely and/or from the office, as needed, based on demands of specific tasks and teams.

Role accountabilities:

As a mid-level Environmental Planner/Permitting Specialist, you will apply your experience and technical knowledge to work with client teams to provide high quality deliverables to support planning and permitting for major utility, infrastructure, government and key Arcadis clients. You will be interacting with junior level biologists/ecologists, engineers, senior technical experts, and project managers as part of an interdisciplinary team.

Primary functions will include:


  • Manage desktop environmental impact assessments using current assessment technologies and methods to identify potential permitting requirements and support development of a permitting strategy to provide guidance to internal teams and clients.
  • Use your strong technical writing and communications skills to develop technical reports, work plans, memoranda, and other environmental documents to support environmental impact reviews and permitting. Likely to include the preparation of environmental impact assessment documents, regulatory permit applications, review requests, or other regulatory compliance packages, such as NEPA CE, EA, EIS and NY State/City Environmental Quality Review (S/CEQR) documents, U.S. Army Corps of Engineers (USACE) and NYSDEC state waters/wetlands under CWA Section 401, 402, 404, and Rivers and Harbors Act Sections 10 and 14, as well as coastal management program and federal/state threatened and endangered species regulations.
  • Provide task management to assist with the growth of new and existing client relationships through delivery of quality work and data.

This role will be a hybrid work structure as discussed above. This role will require the ability to travel within the NYC metropolitan region for in-person meetings with regulatory staff, and potentially beyond the region.

Required Qualifications:


  • Bachelor's degree in Biology, Ecology, Environmental Science, Environmental or Land Use planning, or related field and a minimum of seven years of experience in the environmental or consulting field
  • Relevant regional experience in New York City and New York State, including experience evaluating project compliance with state and federal laws and environmental and regulatory processes - federal, state, and local regulators such as USACE, New York State Department of Environmental Conservation (NYSDEC), various City of New York departments and agencies, as well as experience with New York City CEQR.
  • Experience working with interdisciplinary teams to develop comprehensive reports/permit applications and particularly experience with linear projects (e.g., utility projects, pipeline projects, transportation projects, etc.).
  • Experience with State/federal waters/wetlands, flood hazard, coastal, and threatened and endangered species.
