Honeywell's Federal Solutions (HFS), a Gold Business Enterprise (GBE), is responsiblefor the oversight of Honeywell's contracts for the U.S. government Departmentof Energy and other federal agencies. HFS is on the leading edge of supplyingadvanced applied science research and development; engineering andmanufacturing expertise; and high hazard experiment, testing and evaluation forour nation's defense and international partners. HFS is part of the Mechanical Systems &Components Strategic Business Unit under Honeywell Aerospace Technologies group.

Theposition will work in the Honeywell Federal Solutions (HFS) Strategy and BusinessOperations organization, reporting to the Director Strategy and BusinessOperations.

Summary of Duties:

The Senior Strategy & Business Operations Manager willbe responsible for leading the identification, development and winning newbusiness opportunities; nurturing of current partnerships, identification ofnew partnership; enhancing and growing customer relationships. Develop and lead Tier 1 level pursuits, andthe implementation of winning strategies involving diverse teams for complexassigned market segments. You will lead capture execution includes developmentof new and lasting marketing and proposal materials, value added propositions,competitor analysis and teaming arrangements. While leading individual captureefforts you will develop and present high quality pursuit strategies andapproaches to obtain internal Phase gate approvals, identification of qualifiedKey Personnel, ensure high quality and compliant proposal submissions, and organizeresources across the entire new and expanding business portfolio.

In addition, you will lead a multi-facetedoperational support program, which will enhance performance across a multi-billion-dollarUS and international business enterprise. You will develop and provide directand indirect reach-back support to our multi-mission sites. You will professionallyrepresent Honeywell internally and externally, including senior and executivemanagement levels. Interact with senior level customers and partners in the USand internationally.

The positionwill work in the Honeywell Federal Solutions (HFS) Strategy and Business Operationsorganization and across other Honeywell business enterprises. You will reportto the Director of Strategy and Business Operations.

Specific responsibilities will include:
  • Strategy and Business Development. Identification and vetting through the Honeywell business acquisition processes. This vetting includes emphasis areas such as: incumbent strengths/weaknesses (if applicable), competitive landscape, customer landscape, customer contact plan, risk identification and mitigation planning, and assessment of statement of work against Honeywell strengths. Manages a discrete Bid & Proposal budget. The primary manager responsible for lead pursuits, proposal efforts, and the implementation of winning strategies involving diverse teams for multiple or complex assigned market segments. Mentors and coach others within the organization and plant wide on business development activities
  • Business Operations. Provide multi-faceted operational programs support, business growth, and strategic development/deployment for a multi-billion dollar, ~23,00 employee Business Enterprise. Provide direct and indirect on-contract reach-back support to multi-mission sites.
  • Capture responsibilities. Influencing request for proposal (RFP) requirements, developing prime/subcontractor options and teaming strategies, developing value propositions and win themes, and creating pricing strategies. Leads the entire capture process, including reviews with executive leadership and various tollgate presentations. Requires frequent interaction with other members of the BD team, adjacent Honeywell businesses enterprises and other functional areas such as Engineering, Integrated Supply Chain, Law & Contracts, Finance, Human Resources, Quality, and Environmental Safety and Health.
  • Expanding market and segments. Supports the annual build-up of the HFS Strategic Plan. Assists in developing marketing strategies in conjunction with the HFS leadership team. Provides leadership and quality results across all business acquisition process deliverables.
  • Marketing. Networking with customer and industry leaders to build relationships to facilitate expanded business development opportunities. Takes on role as leading expert on customer sets in multiple market segments. Instrumental in attracting and obtaining new business. Recognized within Senior Management as the primary authority in sales or business development. Professionally represent Honeywell internally and externally, including senior or executive management levels in industry and government. Implementation of winning strategies involving diverse teams for a market segment and sub-segments.

U.S. PERSON REQUIREMENTS

Due to compliance with U.S. export control laws and regulations, candidate must be a U.S. Person, which is defined as, a U.S. citizen, a U.S. permanent resident, or have protected status in the U.S. under asylum or refugee status or have the ability to obtain an export authorization

Basic Qualifications
  • US Citizenship with the ability to obtain & maintain a U.S. Dept of Energy "Q" and/or Top Secret /Special Compartment Information level security clearance.
  • Bachelor's degree in a technical, business or management field is required.
  • >10 years direct experience in business development and/or capture of Tier 1 Federal contracts (DOE-NNSA/EM preferred and other US government agencies);
  • >5 years of experience in sales/capture can be substituted with proposal management provided these efforts demonstrated significant lead capture and business development responsibility.
  • Unrestricted travel throughout the US and abroad

Knowledge/Skills:
  • The ability to think strategically, plan operationally, and execute tactically.
  • Proven ability to negotiate tactfully and confidentially with customers and internal Honeywell management and build partnerships. Strong written and verbal communication skills.
  • Self-starter, with ability to stay focused under pressure, and work independently. Proven ability to build strong collaborative team relationships in a matrix organization.
  • Experience with multiple US federal agencies (DOENNSA/EM, DOD, NASA) and commercial industry.
  • In-depth understanding of Cost Reimbursable, Fixed Price Task Order, service, and Management & Operating contracts.
  • Experience leading strategy and marketing for large multi-billion-dollar Tier 1 acquisitions.
  • Strong analytical skills using business development tools to back up business decision recommendations (e.g., Microsoft Excel, Access, and Monte Carlo simulation tools)
  • Experience in business case development, price-to-win, and bid gate review process.
  • Experience in proposal development, competitive analysis, and project/program management.

Additional Qualifications
  • MBA or other master's degree desired
  • Successfully managed a business development campaign of >$1B contracts, with a greater than 60%-win rate.
  • Managed a budget a multi-million-dollar budget.
  • Operated both nationally and internationally.
  • A proven record of growth target achievement and experience managing multiple captures.
  • Experience in operations management and/or project/program management within DOE/NNSA a plus
  • Six-Sigma trained/certified (Greenbelt or Black belt) preferred.
