Facility Security Officer (FSO) at PPG INDUSTRIES INC in Valencia, California

Job Description:

As the Facility Security Officer, you will be responsible for managing, administering, and coordinating all aspects of DoD program security at PPG's Valencia, California facility to ensure compliance with government and company security policies and procedures. Additionally, this position is responsible for managing and controlling all required functions for testing through the National Industrial Security Program (NISP) Enterprise Mission Assurance Support Service (eMASS) portal. This is an onsite position, and you will report to the Industrial Security Manager.

Key Responsibilities

• Ensure compliance with 32 CFR, Part 117 National Industrial Security Program Operating Manual (NISPOM), DoDM 5205.07 Special Access Program (SAP) policy (Volumes 1-4) security regulations, and NISP eMASS.


• Develop and implement local compliance procedures in alignment with the NISPOM, Intelligence Community Directive (ICD) 705, Joint Air Force, Army, and Navy 6/9 (JAFAN), PPG corporate policies and procedures, Defense Information System Agency (DISA), National Industrial Security System (NISS), Defense Counterintelligence and Security Agency (DCSA), and the National Background Investigation Services Agency Portal (NBIS).


• Manage all DoD and program audits and ensure compliance with DCSA per NISP requirements. Ensure all corrective actions are addressed and any risks or vulnerabilities mitigated.


• Monitor the physical shipment of product based on program requirements


• Complete FSO security training as specified in the NISPOM and DoDM 5205.07 SAP Manual, and as deemed appropriate by the cognizant Federal agencies.


• Direct security measures necessary for implementing applicable requirements of the NISPOM, DoDM 5205.07 SAP Manual, and related federal requirements for classified information.


• Develop and administer a comprehensive security education training program and provide training and briefings consistent with applicable requirements.Prepare, issue and track DD254s and audit subcontractor security programs as applicable


• Perform administrative responsibilities, to include maintaining up to date information in the National Industrial Security System (NISS) and submitting personnel incident reports and initiating personnel clearances in the Defense Information System for Security (DISS)


• Manage special US Post Office box for the transmission of classified materials


• Ensure safeguarding of classified or sensitive items, including compliance with NOFORN regulations
  

• Minimum Level 1 IAM DoD 8570 Cyber Certification.


• US Citizen


• High School Diploma


• Strong understanding of the NISP eMASS, Risk Management Framework, Continuous Monitoring, and Enterprise Reporting.


• Knowledge of DoD physical and personnel security within NBIS/DISS, industrial security, NISPOM and JAFAN requirements


• 5 years direct experience with NISPOM and JAFAN, defense industry experience preferred.


• Travel up to 15%
