Job Description:

The Division Chief of Organizational Development and Equity plans, directs, and executes organizational development, racial equity and cultural competence strategies that strengthen individual and organizational performance to achieve Department of Community and Human Services (DCHS) and City strategic goals. The Division Chief serves as a member of the department's Leadership Team and provides subject matter, technical and expertise in areas of talent and leadership development, change management, racial equity, and performance management. Incumbent helps managers execute strategic plan initiatives across the Department of Community and Human Services and conducts assessments to identify performance gaps and interventions required to enhance employee and overall organization performance and to advance racial equity.

Work is performed under the administrative supervision of the Director, Department of Community and Human Services. Considerable discretion, independent judgment and an innovative, strengths-based approach is required to carry out job tasks to affect major organizational change initiatives.

  • Lead departmental initiatives to strengthen supports and infrastructure to achieve optimal performance with a special focus on service integration, participant voice and governance, and advancing racial equity.
  • Partner with department leadership and staff teams to develop and implement coaching, mentorship, teambuilding, and feedback approaches to support leadership development, professional growth, equitable service delivery and to promote continuous improvement.
  • Create and maintain approaches to ensure the department's workforce is supported, engaged, high performing, trauma-informed, and engaging in equitable practices.
  • Consult with department leadership and staff teams, to annually develop a strategic/work plan that identifies goals and strategies to enhance employee performance and satisfaction, overall department performance, and ensure advancement of racial equity organizationally and in through service delivery.
  • Provide leadership and direction for the department's Racial Equity and Cultural Competence initiatives and works closely with the Department Director and City leadership to design and implement the City's Language Access and Racial Equity Plans.
  • Lead the Racial Equity Core Team's strategies and support efforts to advance racial equity across the department through caucusing, effective communication and training, and consultation on Racial Equity Action Plans.
  • Lead collaborative efforts to evaluate and update DCHS Racial Equity Action Plans, employee development, training plans and other department policies that promote best practices.
  • Provide leadership in planning, organizing, administering, reviewing, and evaluating Organizational Development and Training functions based on institution and department needs.
  • Provide consultation, assessment, and leadership for strategic action plans (or planning) on employee engagement and change management for the department.
  • Collect, analyze data, and create reports that identify relevant trends, best and promising practices, department advancements, staff concerns and recommend opportunities for improvement.
  • Maintains organizational capacity to effectively respond to changing industry trends and demands.
  • Lead and conduct department-wide training and technical assistance.
  • Manage, coordinate, and negotiate contracts with external consultants and organizations that support organizational development and equity.
  • Collaborate with Center Directors and the City's Office of Performance Analytics to collect and analyze data to inform short and long-range planning for improvement of services.
  • Represent the Division on Department, City, Regional and State Committees and work with the City's Human Resources (HR) and Race and Social Equity Office
  • Collaborate with HR to strengthen recruitment, training, supervisory support, and the evaluation process utilizing a racial equity lens.
  • Establish partnerships with subject matter experts in the areas of organizational development, racial equity, change management, diversity, strategic planning, performance management and other specialties as needed to create a learning environment and high performing organization.

The ideal candidate should have demonstrated knowledge of leadership and management principles, adult learning styles, participative training and facilitation, consulting methods, customer service principles, intercultural development practices, program development and management skills; Experience and knowledge in racial equity work focused on work culture, service improvements and outcomes, and community transformation; Ability to navigate and address racial equity and diversity issues effectively on all levels of the organization. Knowledge of theories, concepts and practices of organization and individual performance management as well as knowledge of current trends and best practices; Ability to analyze areas of growth for the department to improve alignment of strategies, policies and management process; Ability to evaluate policies and procedures and make appropriate recommendations for improvement; Demonstrated ability to serve as an internal resource and consultant, working collaboratively with multiple stakeholders in a sensitive context often complicated by the presence of competing perspectives or interests; Ability to exercise good judgment and problem solve in sensitive situations; Demonstrated understanding of the elements and dynamics of organizational change; Ability to prioritize and manage multiple projects/initiatives; Excellent verbal and written communication skills; Possess sound analytical and computer literacy skills.

Minimum & Additional Requirements

Bachelor's degree and five or more years of relevant experience.

Preferred Qualifications

Master's Degree in Psychology, Social Work, Public Administration, Organizational Development, Education or related fields and any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Three years of demonstrated experience in diversity, equity, social justice and advancing racial equity as fundamental aspects of excellence and leadership within a complex organization, and an excellent command of current racial equity principles and practices. Three years of demonstrated organizational development work in behavioral health and/or human services settings, or related responsibilities.
