Summary Statement:

The Global Health Training, Advisory and Support Contract (GHTASC) delivers effective global health programming to advance the mission of the U.S. Agency for International Development (USAID), Bureau for Global Health (GH) through institutional support and workforce development services from junior, mid-level, senior and expert advisory and administrative professionals.

Credence and its partner, the Public Health Institute (PHI), are both employers for GHTASC, and are seeking a Senior Digital Health Advisor under GHTASC. This position will be hired under Public Health Institute (PHI).

 

The Center for Innovation and Impact (CII) in USAID’s Bureau for Global Health applies innovative, market-based, and digital health approaches to accelerate impact against critical health issues. CII incubates new ideas, puts them into practice, and scales effective approaches with diverse partnerships.

  • Serves as a catalyst, driving innovation and partnerships;
  • Works with internal and external partners to help prioritize and scale innovations and existing interventions that align with the Agency’s priorities in global health;

Position Summary:

This position serves as a Senior Digital Health Advisor seated with CII in Washington, DC. The incumbent will be responsible for providing strategic oversight, project management, and technical guidance to various digital health activities supporting USAID’s global health work.

The Senior Digital Health Advisor will support the development and management of digital health strategies and programs, including projects and activities that are managed from within CII and coordinate with those that are managed by Missions, Bureaus, and Offices. The Senior Digital Health Advisor will also contribute to broader digital health work across the Bureau by supporting implementation of the Digital Health Vision.

Full salary range for this position is $133,380 to $200,720, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.

Responsibilities

Essential Duties and Responsibilities:

 

Digital technologies can play a critical role in facilitating the Agency’s work to support its partner countries in building strong health systems, capable of combating and recovering from COVID-19 and resilient in the face of future health threats. The Senior Digital Health Advisor will work with digital health experts in CII and elsewhere in the agency to support the operationalization of recent USAID digital health policy documents and Center innovation frameworks. These include the USAID Digital Strategy and the USAID Digital Health Vision, in line with USAID’s Health System Strengthening Vision. Specific activities will include providing technical leadership within the CII Digital Health team and the agency to advance the following priorities:

 

  • Drive implementation of USAID’s policy guidance for digital health, providing strategic and technical assistance to the Global Health Bureau and the Agency on strong practices for investing in digital health systems
  • In collaboration with USAID country offices and other in-country partners, identify country digital systems and capacity readiness gaps
  • Support coordination within and between various USAID funding mechanisms providing digital health systems support
  • Engage in-country funders, multilaterals, and implementing partners as relevant to support strong coordination and alignment of digital health investments and approaches
  • Assess USAID’s digital systems and capacity
  • Support the development of policy guidance, advisement, and external communication pieces related to digital health
  • Contribute to CII’s team-building and supportive culture, such as troubleshooting across specialization areas and projects
  • Identify and support opportunities and new initiatives as priorities within CII evolve
  • Prepare reports, project plans, budgets, leadership talking points, briefers, and templates as needed
  • Willingness and ability to travel 15-20 percent
  • Other duties as required

In addition, the Senior Digital Health Advisor will participate actively in Digital Health Team and broader CII activities, including weekly meetings and cross-cutting projects that enable collaboration at the intersection of digital health, market access, innovative finance, and innovation; and support the Digital Health Team and broader CII reporting requirements.

Qualifications

Qualification Requirements:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Minimum Qualifications:

  • Masters degree and a minimum of 10 years of relevant experience, or bachelor’s degree with 12 years, Associate’s degree and 14 years relevant experience OR High School graduate and 16 years in international affairs, business, global health, or a related subject and experience should be progressively responsible, and in international development/project management

 

Other Qualifications:

 

  • Possess, or rapidly develop, deep knowledge of and strategic perspectives on digital health policies and trends, globally and at the country-level, and systems-oriented digital health planning and implementation.
  • Demonstrated experience leading digital health activities that integrate insights and perspectives from multiple sectors
  • Demonstrated experience applying change management tactics to influence organizational behavior (e.g., at policy, operations and/or accountability levels)      
  • Strong written and oral communications, with facility communicating complex technical expertise strategically, to non-technical audiences.
  • Strong management and interpersonal skills with the ability to build relationships and communicate effectively with people of varied professional, cultural, and educational backgrounds.
  • Detail-oriented with strong organizational and project management skills
  • Entrepreneurial mindset, including ability to think strategically, operate independently, self-motivate, be flexible, and set and achieve ambitious targets.
  • Able to operate with minimal guidance/oversight and in a fast-paced environment.
  • Familiar/skilled with GSuite - including google docs, sheets, and slides.
  • Deep experience leading the development of technical guidance and briefing materials, s related to strategic investment in digital health systems, preferred.
  • Experience leading coordination efforts across programs and stakeholders to align and strengthen digital health systems, preferred.
  • Experience analyzing digital health investments in health emergency contexts, preferred.
  • Willingness and ability to travel 15-20 percent
  • US citizenship or US permanent residency with the ability to obtain and maintain Facility Access required.
