Engineering Manager

$59,525 - $71,138 Annually + DOQ Plus Excellent Benefits

THE POSITION - The City of Alamogordo is looking for an Engineering Manager to perform daily work assignments for the Engineering Division of the Utilities Department in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

ESSENTIAL DUTIES -

  • Manages and supervises direct-report staff by coordinating, assigning, and reviewing work to ensure compliance with policies and procedures;
  • Conducts employee evaluations, introductory and annual; makes recommendations for hiring, promoting, and releasing employees;
  • Initiates and administers corrective action, as necessary, according to the Employee Manual;
  • Mentors employees to full potential and ensures appropriate training is given to meet the standards of the position held;
  • Prepares, administers, and oversees project and program budgets within the City's accounting system;
  • Oversees division procurement processes within city, state, and federal guidelines;
  • Oversees acquisition and contract functions for facility and infrastructural improvement and/or maintenance programs with an emphasis on quality and cost control;
  • Assembles, coordinates and manages multidisciplinary technical review teams made up of professional staff from other City departments, other governmental jurisdictions and agencies, private contractors, and utilities;
  • Troubleshoots problems associated with developing complex systems, procedures, and operations and with coordinating design, right-of-way acquisition, incorporation of easements, construction, and entity operations for water, sewer, street, utility, transportation, public facilities and parks projects;
  • Keeps abreast of new technology and methods related to division responsibilities;
  • Facilitates staff to moving City projects to completion with responsibility for quality and cost control;
  • Provides information pertaining to scheduling for and the status of projects in both the planning and construction/implementation phases;
  • Chairs various project review and pre-submittal meetings;
  • Establishes and maintains liaison as required with boards, committees, and commissions;
  • Assists in developing departmental plans, goals, and objectives, and policies and procedures;
  • Performs administrative functions including typing, preparing, copying, and filing correspondence and other documents, including contract documents, memos, minutes, technical specification books, various reports, etc.;
  • Prepares and issues documents for sealed bids, Requests for Proposals, and written price quotations for products, services, and construction projects; attends bid openings; reviews and tracks bid proposals and quotes; ensures compliance with policies and technical specifications through coordination with Purchasing;
  • Prepares reports on contract recommendations regarding goods and services as needed for presentation to the City Commission and public;
  • Within the division, oversees the handling of grant funds in accordance with funding agency guidelines;
  • Safely operates a motor vehicle;
  • Establishes procedures to assure the highest standards of risk management, employee safety, and risk avoidance;
  • Responsible for thoroughly investigating, reviewing, and addressing department or division accidents to prevent future occurrences and control risk management related costs;
  • Contributes to a high-quality work culture through participation in training and mentoring to develop skills, including safety related training and skills;
  • Interacts professionally and provides excellent customer service to all levels of City staff and citizens, to ensure high operational and service standards; and
  • Performs duties in accordance with the Employee Manual, Department Policies and Procedures, City of Alamogordo Ordinances, and any applicable State or Federal authority.

OTHER IMPORTANT DUTIES

  • Serves as the City's Americans with Disabilities Act (ADA) Coordinator; receives and responds to inquiries, complaints, and requests; initiates actions, when necessary, to ensure ADA compliance in and around City facilities and other City-owned or maintained property; sees actions and/or projects through to completion;
  • Reports to City Commission, as required;
  • Duties may be performed outside of normal working hours on occasion;
  • Some out-of-area travel may be required;
  • Must obtain and maintain required license(s);
  • Maintains the confidentiality of information obtained during performance of duties; and
  • Performs such other duties as may be assigned.
