The Riverside County Sheriff's Office is seeking an Information Security Analyst II to join the Technical Services Bureau. The Information Security Analyst II performs the most complex tasks and assignments requiring vast technical knowledge working with minimal supervision. Incumbents perform multiple tasks with high levels of responsibility and direct the work assignments of others.

Additionally, the Information Security Analyst II will respond to, analyze, and resolve departmental and enterprise security issues, concerns, questions, incidents, and events; evaluate and identify risks and threats; make resourceful, practical decisions and address unexpected problems; work with department in the development of information security standards and practices; and perform other related duties as required.

The Information Security Analyst II is the journey level classification in the Information Security Analyst (ISA) series and reports to the Chief Information Security Officer. Incumbents perform the full range of duties requiring a greater technical knowledge with little supervision or guidance. Incumbents are expected to understand the business needs of County departments and agencies, and coordinating security recommendations within those requirements. Incumbents have technical knowledge of both current technology and industry direction, and maintain the confidentiality of security concerns and investigations.

The work of the ISA II is distinguished from the work of the ISA I in that the latter is the entry level in the series and requires minimal information security experience and knowledge. Advancement to the next level is obtained by competitive selection through an open recruitment.

EXAMPLES OF ESSENTIAL DUTIES

• Analyze systems design to ensure implementation of appropriate security policies.

• Evaluate security incidents, developing solutions and communicating results to management.

• Maintain a computer crime or incident scene, including recognition of the proper investigative approach, conducting a field of search to establish probable cause for seizure, proper collection methods, evidence preservation, transportation, computer forensic analysis, and case management.

• Analyze systems and access logs; complete analysis of evidentiary processes.

• Assess in real time the impact of external actions on computer systems and networks and determine whether the County has been subjected to a system failure, a computer-related crime, or potentially hostile information warfare.

• Perform computer, network, and departmental security audits; respond to network and system intrusive activity and analyze network traffic and system logs to determine corrective action and implement countermeasures.

• Coordinate implementation and modification of enterprise and departmental DMZ's.

• Respond to and assist in due diligence and audit requests; collaborate on security solutions with departments.

• Maintain global security policies, standards, guidelines, and procedures to ensure ongoing security compliance.

• Recommend security improvements; ensure that technology decisions made are compliant with Enterprise Security Architecture; analyze and maintain Emergency Operations Plans.

• Evaluate the security posture of computers and networks; perform vulnerability scans and penetration tests.

• Develop and maintain scripts, routines, and software to perform vulnerability threat assessments.

• Participate as a member of the security incident response team.

• Use various security tools and prepare reports on findings.

• Monitor and review intrusion detection systems and firewall logs, analyzing events and patterns; provide mitigation responses.

• Review firewall and router rules and access control lists; review and analyze system logs and access lists; perform design review and analysis; perform threat and risk analysis.

• Research technical and security topics and maintain information on industry trends.

• Develop and analyze information security models, maintaining methodology to track Security Plans for each sensitive and critical application and general support system within the organizations.

• Respond to and assess information security requests.

MINIMUM QUALIFICATIONS

Education: C urrent valid certification established by the International Information Systems Security Certification Consortium, Inc., or (ISC)² as a Certified Information Systems Security Professional (CISSP).

Experience: Four years in information security including extensive experience with and knowledge of Unix or Linux, and Microsoft operating systems. Military or law enforcement experience is desired.

Knowledge of: Industry-recognized information security framework (COBIT, PCI-DSS, ISO 17799/27001) and best practices; standard security practices; maintaining the chain-of-custody process and procedures; network security, architecture, routing, and TCP/IP protocols; Unix, Linux, and Microsoft operating systems; risk assessment and remediation process and practices; general business processes and standards associated with areas of assignment.

Ability to: Perform cyber attack trend analysis; project planning and management; manage the evidentiary process; conduct investigations and coordinate security anomalies and events; conduct independent systems analysis of complex business processes; interact with customers/vendors on the phone and in person; perform business continuity planning, documentation and evaluation; establish and maintain excellent customer service and relationships.

Other Requirements
License/Certificate: Possession of a valid California Driver's License.

A successful Extensive Security Clearance conducted by the Sheriffs' Department is required.

Schedule: This position is in office with a flexible 9/80 or 4/10 schedule.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.

    ANNUAL LEAVE (Bi-Weekly Accrual):

    0 < 36 months = 8.92 Hours
    36 to <108>108 or more months = 12.00 Hours

    Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.

    -Annual Leave for Unrepresented Management Attorneys:
    Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.

    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).

    BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
