The SVP, IT & System PAF is central to those efforts and to maintaining the highest level of integrity at the Bank. The SVP, IT & System PAF is a key member of the executive leadership team and is a leader and role model for all at the Bank.

Reporting to the Chief Operating Officer, the Senior Vice President for Information Technology and System Program Assurance Function is responsible for leading a staff of over 200 employees in coordinating the Bank’s IT governance, the provision and delivery of local and System technology services.     

 

In this role, you will contribute to furthering technology strategy locally and across the System with responsibilities for all IT related aspects of Bank operations. In addition, you’ll lead a critical IT function on behalf of the entire Federal Reserve System (“FRS”, “System”).  Specifically, the System Program Assurance Function which provides program and project management standards, communities of practice, knowledge repositories, tools, and training for all 12 Federal Reserve Banks.   

 

This role requires a leader with strong abilities and experience in day-to-day operations combined with strategic vision and thought leadership in the areas of IT and Program Assurance Function.   

  

Critical to the success of this role, the SVP will focus on identifying gaps in Federal Reserve technology, recommend solutions to address those gaps and help expand the role of the Bank in providing IT related services on behalf of the FRS as a result.  

 

In addition to leading these functional responsibilities, the SVP, IT & System PAF will be an active and constructive leader at the Bank’s senior management committee, weighing in on Bank-wide policies, procedures, and our work environment. The SVP, IT & System PAF will work effectively across departments in the organization with a Bank-wide and System-wide perspective and an emphasis on collaboration, inclusivity, and consensus building. 

 

Key Responsibilities: 

 

Information Technology and Information Security: 


  • Identify areas for additional leadership responsibilities for the Bank, work across the System to bring those responsibilities to Minneapolis and manage those new responsibilities to further the goals of the System. 


  • Partner directly with the Board of Governors (BOG), Federal Reserve System and National IT peers on initiatives affecting the Bank; champion technical and organizational change as needed to support Bank and System IT strategy and business goals. 


  • Advocate and advise leadership, including the Reserve Bank President, on appropriate technology innovations and digital solutions that optimizes productivity and improves organizational performance. 


  • Establish and oversee the implementation of forward thinking, scalable technology and data solutions that enable and optimize the Bank’s and System’s ability to deliver on our core mission.  


  • Ensure the Bank’s information, cyber, and technology security; analyze threats in real time; and proactively mitigates information risks. 


  • Ensure that end users are supported with reliable tools and a level of customer service that enables our critical business operations.  


  • Support IT management and staff by setting forth a clear vision of the department’s financial, productivity, service, and quality goals. Provides consistent support to staff of all levels to achieve individual and group benchmarks.   


  • Identify and develop staff with leadership and management potential.  


  • Actively support the Bank’s diversity, equity and inclusion efforts and holds self and others accountable for creating an inclusive workplace. 


  • Recruit, retain, and foster development of staff with an appropriate mix of management, interpersonal, and technical skills. 


  • Ensure that overall budget and cost-effectiveness is achieved.  


 

System Program Assurance:  


  • Provide leadership and strategic direction for the Program Assurance Function which ultimately supports the successful execution of programs, projects, portfolios, products, and agile implementation across the FRS. 


  • Oversee the team accountable for assurance activities across the System, including the development and maintenance of standards, coordination of independent verification & validation (IV&V) vendor inventory and contract vehicles, facilitation of internal assurance reviews, and enterprise program risk reporting. 


  • Oversee System program and project management standards, assess need for, and develop and maintain standards for portfolio, product management, and agile execution on behalf of the System. 



  • Partner with critical System stakeholders early in the program initiation phase to ensure effective integration and application of relevant standards. 


  • Engage with the System’s Chief Operating Officers and Chief Information Officers to achieve the mission and strategies of the function, providing regular updates and tracking progress against measurable success criteria for the Program Assurance Function. 


Bank Management Committee/Strategic Leadership 


  • Participate in the Bank’s management committee. 


  • Demonstrate leadership within the Bank in vision, presence, and citizenship. 


 

Qualifications 

  • Ten years or more of relevant leadership experience in a complex business environment, as evidenced by an established record of achievement. This experience must demonstrate progressively responsible positions culminating in a senior position with significant operational authority. 


  • Bachelor’s degree or an equivalent combination of education and experience. Advanced degree in information technology, computer science, or a related field preferred. 


  • Strong understanding of application development, technology infrastructure and operations, data architecture, and information security.  


  • Willingness to travel as needed (approximately 15% of the time or less). 


  • Strong knowledge of or familiarity with cloud-based technology, PRA, and AI.  


  • Knowledge of current information security practices.  


  • Experience in managing large, complex programs. 


  • Strong written and oral communication skills; ability to successfully convey complex topics and otherwise communicate with diverse audiences. 


  • Excellent managerial and leadership skills, with a demonstrated ability to lead a multi-functional, complex organization with a strategic, action-oriented mindset that is focused on performance, accountability, and outcomes. 


  • Ability to mobilize, execute and deliver results and influence others with ability to maneuver comfortably through complex policy, process, and people-related organizational and system dynamics.  


  • Unquestionable ethics and integrity.
