Human Resources Analyst

Salary: $73,382.40 - $89,273.60 Annually Filing Deadline: 4/8/24 by 4:30 PM   CLASSIFICATION DESCRIPTION

DEFINITION:

Under limited direction, performs difficult, complex, and specialized human resource analytical work in areas such as recruitment, selection, classification, compensation, equal employment opportunity, labor relations, employee relations, safety, risk management, employee development and other areas.  

DISTINGUISHING CHARACTERISTICS:

This is the advanced journey level classification of the Human Resources classifications.  The class is distinguished from the lower-level classifications in that this class requires a higher level of skill and performs more complex and/or specialized range of duties.  

ESSENTIAL FUNCTIONS

The following duties are normal for this position.  The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related or a logical assignment for this classification.  Other duties may be required and assigned.  

  1. Interprets and applies personnel policies, rules regulations and provisions of labor agreements; develops and recommends human resource policies and/or procedures as directed
  2. Conducts investigations relative to employee complaints and grievances and meets with employees and employee organization representatives on such matters; develops related reports and documentation
  3. Resolves or assists in the resolution of disputes through a variety of resolution methods
  4. Provides guidance and recommendations in performance management issues, prepares related documentation
  5. Assists in the development and maintenance of personnel management policies, procedures and programs
  6. Participates on problem resolution committees and provides high-level staff support to a variety of commissions, task forces, and working groups
  7. Consults with and advises supervisors, managers, and other employees regarding human resource policies and regulations
  8. Analyzes new legislation, plan experience data, plan costs, trends and utilization statistics and makes recommendations regarding plan modifications for enhanced benefits, cost containment and effective administration
  9. Develops, implements, and monitors compliance with the court’s risk management, safety, and equal employment opportunity programs as directed
  10. Identifies and analyzes problems related to organizational structure, salary levels, classification, examining procedure, and other human resource related activities
  11. Develops and implements recruitment and selection plans; designs and coordinates preparation of examinations, announcements, brochures and advertisements; and develops selection criteria to rank applicants; conducts interviews, chairs qualification appraisal panels, administers performance tests and may serve as the proctor of written examinations
  12. Develops and presents employee training, orientation and recognition programs; provide information on personnel, payroll and benefits programs and procedures
  13. May process payroll and benefits functions as directed
  14. Monitors, directs and participates in the discipline and grievance processes, and the performance management program
  15. Attend training as offered and/or directed.   Travel to off-site courts, as needed
  16. Performs other related duties as required

WORK HOURS

Eight (8) hour work day plus overtime per the Court's operational needs

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE REQUIRED

  • Graduation from an accredited college or university with a bachelor’s degree in Human Resources, Business, Public Administration, or a closely related field and two (2) years of progressively responsible paid human resources experience in a public or private organization

OR

  • An associate’s degree in Business or a closely related field and four (4) years of progressively responsible paid human resources experience in a public or private organization

 OR

  • Any combination of relevant experience and/or education that would demonstrate that the individual possesses the necessary knowledge, skills and abilities listed above as determined by the Court Executive Officer.

Necessary Employment Standards

Knowledge of:

  • Business correspondence
  • Filing and record keeping methods
  • Customer service, receptionist and telephone techniques
  • English Language Arts: correct spelling, grammar, and punctuation
  • Basic accounting principles and practice;
  • Basic principles, methods and practices of management
  • ADP payroll processing is highly desirable

Skill/Ability to:

  • Understand and interpret written policies and procedures
  • Understand and follow written and oral instructions
  • Organize and prioritize own work in order to meet deadlines
  • Establish and maintain effective working relationships with those contacted in the course of the work
  • Communicate effectively, orally and in writing
  • Read and write at a sufficient level to perform work. Type accurately at a speed exceeding 45 wpm or more (sufficient to perform the duties of the position); typing certificate may be required
  • Resolve complex human resources and/or administrative problems
  • Understand and use a variety of business computer software including word processing, spreadsheet and database applications
  • Identify and analyze problems related to human resource related activities
  • Exercise considerable discretion with respect to assignments and duties
  • Apply extensive knowledge of legal issues to human resource operations
  • Apply office procedures and rules
  • Prepare a variety of general and statistical documents and correspondence from brief instructions
  • Maintain confidentiality of information
  • Must successfully complete a Criminal Record Background Check

A valid class C California driver's license may be required.  The requirement will be reviewed on a position basis in accordance with ADA regulations.

Physical Ability

  • Strength, dexterity, coordination, and vision to use a keyboard, computer monitor, and other office equipment on a daily basis and for extended periods of time
  • Fine finger manipulations, dexterity, and coordination to handle files and single pieces of paper
  • Forceful and repetitive gripping, grasping, and pinching
  • Occasional lifting and carrying of objects weighing up to 20 lbs.
  • Frequent reaching for items on shelves, above, at, and below desk/shoulder level
  • Exert up to 20 lbs. of force occasionally, and/or up to 10 lbs. of force frequently, and/or negligible amount of force constantly to move, torque, twist, push, and pull objects

  • Able to move to different locations such as, but not limited to: courtrooms, clerk's office, various departments, other court facilities, and desk assignments based on the operational needs of the Court

  • Employees are regularly required to verbally communicate both in person and by telephone
  • Corrected hearing and vision to normal range

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals.  Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.

BACKGROUND INVESTIGATIONS:  Convictions, depending on the type, number and date, may be disqualifying.  Court employees shall be subject to a modified background investigation and fingerprinting.  False statements or omission of facts regarding background or employment history may result in disqualification or dismissal.
