Overview

The Network for Public Health Law (networkforphl.org), with the support of its fiscal sponsor, TSNE, is a national organization providing leadership, legal technical assistance and educational resources to help public health practitioners, attorneys, policy makers, researchers, advocates, and communities develop, implement, and enforce laws to solve public health challenges. NPHL is a fiscally sponsored organization of TSNE (tsne.org)



Responsibilities

The Network is seeking a Deputy Director to support the Network’s Harm Reduction Legal Project. Under the direction of the Project Director, the Deputy Director will provide leadership and management for the project’s portfolio, support the team’s operations, and participate in the Network’s and project’s strategic planning, management, and sustainability efforts. In addition, the Deputy Director will provide and help coordinating legal technical assistance services that include: providing actionable information to governmental and non-governmental organizations as well as individuals and private sector partners regarding legal rights, barriers, facilitators, and best practices for the creation and operation of harm reduction programs and practices; strategic guidance to individuals and organizations working to create, expand, and support harm reduction programs in the United States; and the development of written materials, webinars and trainings, as well as conducting legal research and evaluation. A strong candidate will have seven or more years of experience in harm reduction law or a related field. Those with fewer years of highly relevant experience will be considered. The ideal candidate will also have a demonstrated commitment to improving the lives of people who use drugs and their communities.

The position is available immediately. The successful candidate will have excellent legal research and writing skills; excellent organizational skills; a strong, demonstrated commitment to social justice and the rights and dignity of people who use drugs; experience in harm reduction law and policy; and the ability to create and maintain partnerships and collaborative relationships with a wide variety of individuals and communities.

As this is a full-time remote working position, the successful candidate will be a professional who thrives in a structured independent environment with external supervision (the successful candidate will also have the option to work out of the Network’s office in the Twin Cities area). The position will require some travel, and availability for virtual meetings during U.S. working hours.

Essential Functions

Strategic Planning and Sustainability

  • Work closely with the Project Director to develop strategies, objectives, and deliverables for the Project’s and Network’s management and sustainability efforts.
  • Participate in strategic planning, including efforts to identify, obtain, and fulfill grants and contracts.
  • Participate in, lead, or co-lead development and submission of grant applications and similar funding opportunities on behalf of the Project and Network-wide ongoing funding efforts.
  • Work with Project and Network-wide colleagues to develop and implement workplans to fulfill grant deliverables and increase access to evidence-based harm reduction services in the United States.
  • Participate in, lead or co-lead internal and external committees, workgroups and collaboratives to advance the Project’s and Network’s efforts.

Project Management

  • Build and maintain relationships with individuals and organizations in harm reduction and related fields.
  • Help lead all aspects of the Project’s portfolio of work, including project timelines and milestones.
  • Help the Project Director manage project staff.
  • Help the Project Director develop, monitor, and track the project budget(s).
  • Ensure timely completion of deliverables.

Resource Development

  • Help manage the Project’s development of resources for use by public health practitioners, attorneys, community-based and governmental organizations, impacted individuals and communities, and other relevant stakeholders on an ongoing basis to identify relevant legal issues and evidence-based solutions.
  • Assist in the development of other Network resources and offerings for use by public health practitioners, attorneys, policy advocates, and other interested persons.
  • Represent and help coordinate the Project’s collaboration with other Network staff and teams to develop new resources that reach existing and new constituents.

Outreach and Relationship-Building

  • Work closely with the Project Director to build and maintain collaborative relationships with public health and legal experts, cross-sector partners, practitioners, community members, advocates, and other relevant parties.
  • Represent the Network at conferences and gatherings.
  • Generate new technical assistance and partnership opportunities through outreach and resource development.
  • Provide opportunities for networking and peer assistance to Network stakeholders.
  • Collaborate with the Project Director and other Network staff to develop plans and activities to build awareness of the Project’s vision, strategies, and offerings.

Subject matter expertise

  • Provide subject matter expertise on legal and policy issues related to harm reduction law and policy.
  • Provide leadership and expertise to support the Network’s portfolio of harm reduction and related projects.
  • Represent the Network on commissions, committees and workgroups.

Legal Technical Assistance

  • Provide timely, high quality, practical, and relevant technical assistance (TA), training, and referrals in the area of harm reduction law and policy in consultation with the Project Director and other Network colleagues.
  • Provide legal TA, consulting, and recommendations for the team’s portfolio of TA offerings.
  • Enter and track TA information in database, analyze team’s TA provision and tracking efforts, and provide reports on activities as needed.

Supervisory Responsibilities

  • This position supervises attorneys, legal fellows, law clerks, research assistants, and other staff as assigned by the Project Director and the Managing Director of Legal Programs and Strategy.

Qualifications

  • Attorney in good standing of the Bar of a U.S. jurisdiction.
  • Excellent legal research, writing, and public speaking skills.
  • Excellent organizational skills, a demonstrated commitment to health equity and social justice, and the ability to create and maintain partnerships and collaborative relationships with a wide variety of individuals and communities.
  • Exceptional time management and organizational skills with ability to prioritize tasks effectively.
  • Demonstrated ability to exercise good judgment, integrity, and discretion in handling confidential information.
  • Experience building and maintaining relationships with individuals and organizations in harm reduction and related fields.
  • Experience providing legal and/or policy technical assistance in harm reduction or a closely related field.
  • Ability to work remotely from home office. (Individuals who reside in the Twin Cities area in Minnesota will have the option to work in the Network’s office.)
  • Proficiency in Microsoft Office and WestLaw.
  • Some travel required, typically four to eight trips per year.

Compensation and Benefits

Location: Work will be primarily performed 100% remote.

Compensation: The salary range for this position is $105,000 - $115,000/yr and is commensurate with experience.
