The Community Colleges of Spokane seeks qualified candidates for Chief Human Resources Officer position.

DUTIES AND RESPONSIBILITIES

Act as principal human resources management advisor to the Chancellor and serve as a member of the Chancellors executive team. Support and advise college/unit leadership. Lead recruitment, screening, and selection function for all non-executive positions, ensuring merit and competency-based principles, legal and procedural compliance, incorporation of equity practices, and efficiency and timely processes result in talent acquisition necessary to advance CCS strategy. Lead labor relations function to ensure collective bargaining agreements that reflect CCS principles and strategy, represent management in bargaining and contract compliance processes, chair labor/management meetings, build effective working relationships with labor advocates/leaders, and partner to problem-solve issues. Lead employee relations function to ensure effective communication of programs and services, provide onboarding that provides compliance, clarification, and community for new CCS employees, provide/communicate critical information related to services, workplace rules, and assistance programs. Administrate employee assistance program contract and a longevity/service recognition program for central administration. Lead mandatory benefit administration to include processing and responding to workers compensation and unemployment claims, gathering information, and responding to regulatory agencies. Lead employment contracting processes to include issuing new employment contracts, notice of terms, revised and renewal contract terms in compliance with procedure and collective bargaining agreements. Consult with appointing authorities on contract renewals and process decisions for each contractual term including issuing/processing non-renewals. Lead leave administration and consultation to ensure legal mandate compliance and communication/consultation with employees, supervisors, and medical providers, where applicable. Lead classification and compensation management to include administrating CCS and State of Washington classification structures, conducting reallocation and reorganization studies, implementing accepted recommendations/findings, and consulting with management and employees regarding allocations. Recommend and maintain salary structures that provide internally consistent and externally competitive compensation. Prepare related studies and reports. Oversee faculty tenure review process ensuring adherence to contractual and regulatory requirements and timelines, consulting with tenure committees to implement improvement plans and mediate committee issues and prepare files and recommendations for board consideration and action. Lead performance management processes to include effective performance evaluation and appraisal systems that accurately record performance and engages supervisors and employees in regular discussion of performance and professional development. Investigates allegations of performance or behavior violations, issues findings and advises management on appropriate next actions. Represents management in disciplinary processes and consults with management regarding related collective bargaining and procedural provisions. Lead a variety of integrated HR information systems providing efficient processing of routine personnel actions. Utilizes data to produce reports identifying trends and patterns important to CCS strategy management and facilitates leadership discussion of those reports. Ensure compliant and effective management of personnel records to include processing, management, and retention in compliance with laws, regulations, procedures, and security/confidentiality expectations. Supervise and mentor division directors, executive assistant, and other direct reports. Encourage and facilitate professional development for division staff members. Continually evaluate staffing needs and succession planning. Monitor timeliness of completion of employee evaluations. Ensure all personnel matters are handled in compliance with the collective bargaining agreement and procedures. * Inform and educate staff about behavior and performance expectations, provide timely and accurate feedback regarding performance, and ensure performance and behavioral problems are corrected promptly and effectively. * Direct the preparation, review and consolidation of division business plans, budgets, and forecasts. Clearly communicate the financial implications of HR projects and activities to district and college executives. * Take responsibility for all division-related administrative procedures implementing Board policy. Recommend new or changes to existing Board policies and complementary administrative procedures for consideration. * Stay current with developments in HR services, technologies, and programs. * Develop and maintain strategic relationships with regional and statewide higher education partners. * Model professional decorum and mutual respect in all personal interactions. * Comply with district policies, procedures and directives, state and federal regulations, orders and statutes and collective bargaining agreements. * Support and advance the CCS strategic plan, and perform other duties as assigned. * *Indicates this is an essential duty.

Masters degree from an accredited institution in human resource management, business administration, public administration, or a closely related field. Relevant administrative experience reflective of the responsibilities of this position.

DESIRED QUALIFICATIONS

SHRM-SCP or equivalent professional certification.

Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States.This is an absolute condition of employment.
