The Senior Paralegal is a Paraprofessional work assisting attorneys in providing legal services for Independence Blue Cross Family of Companies (IBCFOC). Position requires individual to:


·          Perform legal research and analysis of enacted laws and regulations applicable to managed care and health insurance operations.


·          Prepare written summaries and memoranda on research topics for staff and management. 


·          Prepare and/or assist in preparing/drafting contracts, licensure, and regulatory required reports and certification filings. 


·          Manage assigned filings through the regulatory approval process. 


·          Monitor new and proposed regulations, laws and requirements for various states and jurisdictions and reports on such developments to interested parties in the IBCFOC. 


·          Review various communications for compliance with regulatory requirements and company policies. 


·          Maintain a current and comprehensive system of filings and regulatory filings, correspondence, and materials.


·          Learning and assisting with Blue Cross Blue Shield Association (BCBSA) Branding and Licensing requirements, reviews, and required filings.


 Primary Job Responsibilities


·          Performs in-depth legal analysis and interpretation of proposed or enacted laws and regulations applicable to the insurance industry to determine what impact they will have on existing operations. 


·          Reviews various company communications to assure technical accuracy and compliance with BCBSA branding and licensing requirements and any related-state requirements. 


·          Interacts with management and staff of various divisions and departments to gather necessary information in support of regulatory requirements, reports and filings.


·          Provides management and staff of various divisions with requirements for compliance to enacted laws and regulations.


·          Researches and drafts responses to inquiries from government agencies or the IBCFOC as they relate to company operations.


·          Participates in project teams responsible for the formulation and implementation of new or revised products, provider arrangements, regulatory requirements, or procedures.


·          Provides the attorneys with regular status reports on projects in progress and related-time conditions.


·          Organizes and coordinates assigned projects.  Performs complex contract and compliance projects as assigned.


·          Maintains and updates listings of state requirements or procedures related to operations and maintain documentation of special state forms.


·          Legal research involving statutes, judicial decisions, legal articles, etc.


·          Prepare summaries, track deadlines and provide project or case management support.


·          Draft correspondence and other written materials as requested by attorneys.


·          Draft contract provisions, filings, and other legal documents for review by attorneys.


·          Analyze and track new developments in the legal field; maintain familiarity with applicable laws, regulations and policies affecting the Legal Department.


·          Maintains and updates listings of state requirements or procedures related to operations and maintain documentation of special state forms.


·          Performs other duties as assigned or as appropriate to position.


QUALIFICATIONS:


Education Experience and Training:  


·          Minimum five years of experience as a paralegal for an in-house legal department or private law practice or the equivalent BCBSA brand, marketing, or creative services experience.  


·          Paralegal certificate preferred. An equivalent combination of experience and education may be considered. 


·          Working knowledge of MS Office, SharePoint, Adobe Acrobat Pro and Lexis necessary.

·          Establish and maintain effective working relationships with all levels of associates, as well as external customers, outside counsel, vendors, and regulatory agencies.


·          Follow written and verbal instructions.


·          Communicate effectively both verbally and in writing.


·          Perform under tight deadlines and moderate to high pressure.


·          Must possess strong written communication skills and proficiency in word processing and Internet research.


·          Ability to maintain confidentiality and handle sensitive matters.
