Job Description:

POSITION SUMMARY: The Director of the Community Monitoring Program is responsible for the oversight of the Community Monitoring Program, the After School Program, the Summer Enrichment Program, the Warming Center, the Underage Drinking Education Program, the Courage to Change Program, the Drug Screening Program, and the FBI Fingerprinting Program. The Community Monitoring Program supervises Community Monitoring Supervisor and Specialists that monitor adults and juveniles that have been placed on electronic monitoring, alcohol monitoring, or drug screening as a condition of their probation.

QUALIFICATIONS:


  1. Bachelor's degree in criminology or human service related field and 5+ years of management experience in program development and implementation, budgeting, policy and procedures, and program evaluation in the field of community corrections, juvenile justice, or human services. 

  2. Must possess demonstrated verbal and written communication skills as well as strong PC skills, including common MS Office applications.

  3. Demonstrated ability to be a team player required, including a capacity to work well under pressure.

  4. Must be able to meet the hours of the position, which may include evenings/weekends and on-call hours.

  5. Must have a valid driver’s license (Pennsylvania or for state in which resides) and acceptable driving record.

  6. Must have acceptable PA State Police clearance, PA Child Abuse History Clearance, and FBI Clearance.

  7. Must be able to identify with the agency Mission Statement and support the agency’s Core Values.

  8. Must be able to meet the physical requirements of the position:  frequently required to  stand, reach with hands and arms, talk and hear; frequently required to stoop, kneel or crouch; frequently lift and/or move up to 10 pounds and occasionally up to 20 pounds.

  9. Must have knowledge of all new initiatives in Juvenile Justice and Adult Probation Supervision.

POSITION SPECIFIC CORE COMPETENCIES:


  1. Administer the policies and procedures necessary for the operation of the CommunityMonitoring Program, including scheduling adequate staff coverage and arranging for coverage during vacations, absences, etc.

  2. Participate in the agency hiring procedures of Community Monitoring Specialists andother program staff.

  3. Create Daily Operational schedules for the staff that accounts for appropriate program coverage during hours of operation

  4. Participate as a member of the management team that provides supervision and direction to the Community Monitoring Program staff.

  5. Mentor and train staff through role modeling and/or effective communication.

  6. Attend departmental meetings, professional trainings, workshops and conferences to ensure best practices.

  7. Develop and maintain positive relationships with referral sources and payers and actively participate in marketing the program.

THE IDEAL CANDIDATE WILL POSSESS A DEMONSTRATED KNOWLEDGE IN THE FOLLOWING AREAS:


  • Knowledge and expertise in the criminal justice system and community corrections

  • Customer Service and Contract Compliance

  • Computer skills with experience in multiple platforms and databases

  • Experience with Evidenced Based Programming

  • Basic Knowledge of Cognitive Behavioral Therapy and Recovery Models

  • Conflict Resolution
