Position Purpose & Scope:

Under the direct supervision of Quality Control Manager, the Senior Quality Assurance Systems Analyst identifies potential or existing problems in the systems and procedures that link the Payment, Provider and Child Care Subsidy units. The incumbent evaluates, recommends, and assists in implementing solutions to identified problems, and conducts audits of client files to ensure compliance with agency procedures and funding source regulations. The incumbent performs a variety of tasks involving a wide range of procedures using initiative and judgment in analyzing information and determining a course of action within the specifications of standard practice and established guidelines. The Senior Quality Assurance Systems Analyst is responsible for knowing all guidelines, regulations and policies developed or set forth by the Board of Directors, the CEO, COO and Child Action, Inc. Directors, the California Department of Social Services, and Sacramento County Department of Human Assistance.
This position fulfills an important responsibility within the Client Services Department. This individuals work helps ensure effective communication among all departments. The incumbent works independently and cooperatively with others to achieve the agencys goals in providing exceptional service to the parents and providers enrolled in the subsidy program.

Typical Duties:

Identifies potential or existing problems in the systems linking the Payment, Provider and Child Care Subsidy Units; evaluates, recommends and implements solutions to the identified problems Identifies weaknesses in processes, recommends and assists in implementing changes to improve efficiencies Conducts audits of client files to ensure compliance with funding source regulations Analyzes and implements solutions to global problems identified in audit of files Directs staff (including Program Supervisors) on how to correct problems identified in audit of files and/or other file reviews Performs other audit functions in Client Services under the direction of the Quality Control Manager Identifies and helps resolve potential issues pertaining to information on provider rate sheets and child care schedules to ensure accurate payment Generates and analyzes discrepancy reports to ensure data integrity; directs appropriate staff (including Program Supervisors) on how to resolve discrepancies Analyzes provider billing discrepancies and performs appropriate follow-up to ensure the providers rate/policy is accurately applied and in accordance with CAI regulations and policies Communicates directly with providers to resolve their concerns or other issues. Acts as the Payment, Provider and Child Care Subsidy Unit liaison in response to questions and complaints from providers Provides overview to new staff regarding quality assurance processes including reports, database validations and provider rate application Provides feedback and training to Program Supervisors on recurring errors or systems problems Collaborates with Program Supervisors to ensure continuous training and consistency Responsible for organizing, preparing and verifying the completeness of the compliance portion of the agencys annual program self-evaluation Contributes to staff agendas and training topics; assists with writing training materials Authorizes child care subsidy payments Interviews and selects staff Attends staff meetings Participates in staff development and community training opportunities Integrates strength-based strategies into services provided to parents and child care providers Works collaboratively with Program Supervisors to support goals and projects of the agency Participates in assessment, planning and development of program services Assists with file checking when necessary Reviews and approves time off requests in absence of staffs assigned Program Supervisor May serve on committees or be assigned to special projects May open and close the office to comply with safety and security guidelines Performs other duties as assigned
