Position Overview:

The Organizational & Management Policy Directorate (O&MPD) Project Manager (PM) will lead ANSER's contract support in the O&MPD within the larger Office of the Director of Administration & Management (DA&M) organization and contract structure.

The O&MPD PM has personnel and contract responsibilities for a team of 35+ contract team members, including both direct reports and indirect, subcontractor team members. The team supports across a range of task areas, including: Administration, Governance Policy & Integration, Legislative Support, Organizational Policy, FACA Policy and Oversight, and Manpower Management. The O&MPD PM is supported by other Project Managers and Team Leads within O&MPD to distribute the number of direct reports and provide oversight and direction to the team in specific functional task areas. The O&MPD PM reports to the Senior Contract PM in support of successful execution of contract requirements across the larger DA&M organization.

In coordination with the Senior Contract PM, specific tasks include:

  • Personnel management responsibilities including job requisition development and hiring, staff mentorship and professional development, performance feedback and reviews, teleworking/remote working agreements, travel reimbursement, etc.
  • Client engagement with O&MPD COR and Government Managers to include informal discussions on contract execution in O&MPD, distribution of tasks across O&MPD mission areas and contract team members, and potential new requirements for O&MPD, as well as formal engagement regarding Monthly Status Report submission and staffing/personnel notification.
  • Performance management to include developing and updating standard operating procedures (SOPs), conducting in-person training, receiving client feedback on performance, providing quality control for products and support, corrective action plan development when necessary.
  • The O&MPD PM is expected to work in O&MPD office spaces at the Pentagon and/or Mark Center 4-5 days per week. The position will occasionally require work after standard business hours or on weekends.

Required Qualifications:

  • Possess an active Top Secret security clearance
  • Bachelor's degree in a relevant field of study
  • 10+ years of experience in the professional services business space
  • 5+ years of experience in DoD contract support and OSD experience in the previous five years
  • Previous Program Manager or Project Manager experience that involved leading teams or projects of a similar size, client engagement, and directly supervising personnel.
  • Familiarity with OSD structure, operations, and processes
  • Exceptional customer and service focus; ability to prioritize and respond to evolving client requirements quickly and effectively.
  • Passion for taking care of people
  • Outstanding communication skills

Desired Qualifications (NOT REQUIRED):

  • Possess an active TS/SCI security clearance
  • Advanced degree in a relevant field of study
  • Agility and the ability to work in evolving customer spaces
  • Deep understanding of the current DoD functions and organization, including the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and Joint Staff, the Combatant Commands, the Defense Agencies, and the DoD Field Activities, as codified in DoDD 5100.01, Functions of the Department of Defense and its Major Components.
  • The ability to rapidly learn and understand OSD-level governance structures, responsibilities, processes, functions, relationships, authorities, principles, terms and acronyms, and administrative practices.
  • Familiarity with OSD-wide management and reform efforts, including (1) reform of the business operations and resources of the Department, and (2) on-going and enduring management of the Department's structure for civilian oversight and control of the military.
  • Ability to understand and utilize financial management tools
  • Previous business development and proposal writing experience
