OVERVIEW

The Bureau of Finance seeks a County Comptroller to direct the auding, revision

and setlement of all County credit and debit accounts. Will be responsible for all

financial records, Comprehensive Annual Financial Report (CAFR), appropriaon

ordinance, tax levy and resoluons.

Located in the Loop District of downtown Chicago, one of the most formidable business districts in the world, the area

ROLE SUMMARY Directs and coordinates County acvies concerned with financial administraon, general accounng, employee

business services, and financial and stascal reporng. Directs the auding, revision and setlement of all County

credit and debit accounts. Advises Cook County Board of Commissioners, President, and Chief Financial Officer on

desirable fiscal operaonal adjustments and changes due to tax revisions. Responsible for the overall management of

the Comptroller's Office, delivery of services, and formulaon of operaonal policy.

KEY RESPONSIBILITIES AND DUTIES:

Directs subordinates in administrave procedures in helping prepare and corroborate various departmental budgets based upon past, current and ancipated expenses and revenues. Directs the supervision of the County's books and records of accounts refiecng receipts, disbursements, assets, liabilies and financial posion. Evaluates accounng and departmental business service procedures to plan methods for insuring mely receipt of payments, thereby reducing costs of accounng operaons, and expeding the fiow of work. Directs compilaon of data and preparaon of financial and operang reports for planning effecve administraon of County acvies by management. Makes recommendaons to administraon concerning policies, procedures, means of reducing County operang costs and increasing revenues based on knowledge of market trends, financial reports, and governmental operang procedures. Responsible for all financial records, Comprehensive Annual Financial Report (CAFR), appropriaon ordinance, tax levy and resoluons.

KNOWLEDGE, SKILLS AND ABILITIES:

Thorough knowledge and understanding of all facets of financial procedures, accounng systems, and payroll management with respect to the role of a Comptroller in a government seng.

Ability to verbally discuss financial problems with department representaves, elected officials and administrave personnel and to prepare oral and writen reports.

Ability to analyze numerical problems and develop accounng systems to accurately control the financial acvity of the County.

Ability to plan, organize, direct and evaluate fiscal projects.

Ability to recommend soluons to financial problems and implement them as necessary.

MINIMUM QUALIFICATIONS:

Graduaon from an accredited college or university with a bachelor's degree PLUS a minimum of five (5) years' experience in accounng, finance, or administraon of a large and complex organizaon OR equivalent combinaon of professional work experience, training and educaon.

PREFERRED QUALIFICATIONS

Master's Degree in commerce, accounng or finance.

Cerfied Public Accountant (CPA)
