About the Role:

This capital markets position resides within a team of capital markets specialty examiners responsible for assessing capital markets risk during target examinations and inspections of Eleventh District regional banks and bank holding companies and insurance savings and loan holding companies, and their subsidiaries.   Additional responsibilities include working toward participating, and eventually leading, system coordinated reviews of capital markets related risks, including the Horizontal Liquidity Review (HLR) and the Horizontal Capital Review (HCR). 

You Will:


  • Be responsible, during roll-up inspections and examinations, for assessing and assigning ratings to the RFI Financial Condition subcomponents of Capital, Earnings and Liquidity as well as the Sensitivity component of CAMELS.

  • Be responsible for independently completing quarterly Routine Continuous Monitoring (RCM) for all capital markets related areas for an assigned Eleventh District Regional Banking Organization (RBO) or Large Banking Organization (LBO).

  • Stay abreast of evolving and emerging capital markets risk trends and participate in the sizing and socialization of these risks during team touchpoints and informally during discussions with team members and the Capital Markets director. 

  • Be an active and engaged contributor in the SRS quarterly risk review process.  Assist in socializing emerging quarterly risk review findings across BSR and where needed across the system and to the Board of Governors.

  • Work towards participating in, and eventually assuming a leadership role, in system coordinated reviews as they pertain to capital markets related risks

You Have:


  • Bachelors degree in finance, accounting or related field, advance degree preferred.  Professional certificate as applicable for specialty area, e.g. CFA, CMST.

  • Minimum 5 – 6 years of banking, regulatory or related experience in specialty capital markets supervision.

  • Strong knowledge of operations, regulatory laws and regulations and supervisory guidance in capital markets.

  • Outstanding written and verbal skills.

  • Ability to independently research complex questions of laws and regulations.

  • Strong Analytical Skills.

  • Ability to communicate effectively with stakeholders to include senior staff at the Reserve Bank, Board of Governors, and banking organizations.

  • Ability to manage multiple tasks at one time.

  • Ability to remain current on new and evolving issues.

  • Equivalent education and/or experience may be substituted for any of the above.

Notes:

This position may be filled at various levels based on candidate's qualifications as determined by the department.

This role allows for the employee to work in a hybrid manner with some work conducted onsite at the Federal Reserve work location and some work conducted remotely.  Specific schedule details will be discussed during the recruitment process.
