Summary:



Responsible for strategic direction and oversight of Supply Chain Strategic Sourcing system-wide, including strategies and operations. Leads Group Purchasing (GPO) partnership, sourcing contracts, and contract management/compliance as it relates to supplies, equipment, construction and services in alignment with system goals and objectives. Position reports to the Vice President of Supply Chain Management.



Responsibilities:



Responsible for oversight of contracts, including compliance, throughout the organization. Ensures accuracy of all agreements; identifies deficiencies and conflicts and develops recommendations for improvements. Manages suppliers performance to ensure effectiveness.


Accountable for service excellence standards in service line teams to anticipate and meet customer needs. Promotes and supports the participation of staff in applying principle/model of continuous improvement to improve existing processes and enhance the effective utilization of resources.


Administers the managerial functions of setting objectives, planning, team goals, staffing and directing activities of areas of responsibility. Fosters a success-oriented, accountable environment. Ensures efficient, economic, and quality performance of assigned areas of responsibility to support and promote quality services. Develops, interprets, coordinates and administers policies. Establishes direction for service line sourcing teams and value analysis and is accountable for results.


Creates reporting schema on contracting activities and KPI s. Tracks and Trends progress on a monthly basis or as requested. Maintains reports on cost savings/increases, contract compliance and opportunities. Assist VP of Supply Chain and Administrative teams Stakeholders in budget and strategic planning.


Directs centralized Sourcing activities and processes to include execution, controls and compliance. Collaborates with the Corporate Supply Chain team ensure adherence to processes and controls. Manages certain aspects of internal and external audits.


Directs the RFP/RFQ/RFI or competitive quotation initiatives, including inception, receipt, financial analysis and vendor selection and award.


Directs the Value Analysis Program (VAP) and takes active part in related committees.


Establish and maintain professional and ethical vendor relationships with all suppliers. Creates value through partnerships and collaboration. Also ensures partnership with health system GPO.


Leads the development and maintenance of all Strategic Sourcing/Value Analysis processes and controls in alignment with departmental, organizational goals and compliance guidelines. Seeks out new sourcing opportunities within service lines to improve costs and/or quality outcomes while creating a competitive advantage for the healthcare system. Collaborates with Services Lines and other related stakeholders on sourcing strategies to include evaluation and implementation of products and services. Maintains standardization where appropriate and develops a project pipeline and timelines for execution.


Monitors the market and industry trends to be proactive in Pharmacy Sourcing/Contracting, Procurement and Inventory/Logistics activities and benchmarks. Drive ongoing operation excellence and industry best practices to achieve established goals and objectives. Maintains a strong knowledge of suppliers and their capabilities, market trends and technological advances.


Oversee duties related to building business plan and category management program to include budgeting, scheduling vendor business reviews, pro-forma projections, project plans, milestone development, goals and objectives to ensure plans are being achieved. Establish a sourcing roadmap/schedule of all agreements to ensure proactive review prior to expiration. Leverages Group Purchasing Organization in Sourcing activities.


Practices and employs evidence based/data driven decision making. Maintains collaboration, partnership and synergies with all areas within Supply Chain.


Responsible and accountable for information delivery strategy and execution of effective metrics and tools to identify and track critical Supply Chain performance measures that support business decisions, create best practice standards, and adopts best practice adoption across the healthcare system. Provides and maintains effective communications with facility leadership, medical staff and community.


Responsible for leading the development of effective sourcing/Value Analysis strategies/, goals and objectives to include process and execution, consistent with administrative, legal, and ethical standards. Works in collaboration with stakeholders to ensure needs of the business are being met. Ensure contract compliance and maximizes utilization of GPO contracts where appropriate.
