The County of Riverside's Office of Economic Development has a vacancy for a Development Specialist III located in Riverside and assigned to the Economic Development division. As this is a public facing role, the Office is looking for a personable candidate that would be comfortable representing the department at conferences, board meetings, and other events.

The Development Specialist III's responsibilities will focus on the areas of economic development, marketing, and content development. Duties will include special event exposure, social media, newsletters, webpages, and press releases; direct business assistance services to include site selection and technical assistance; demographic and market data gathering and analysis; importing and exporting referrals; business expansion and retention strategies (to include business site visitations); financial resources and permitting services; and regional partner collaboration.

The department is looking for someone who can identify and package intriguing stories in order to share and increase awareness about services offered and impacts made by the Office of Economic Development. Those with a background in economic development, marketing and content development are encouraged to apply. Competitive candidates will also have public sector experience or a background which included real estate development or asset transactions. A Bachelor's Degree is also preferred.

Please note that this position requires working nights and weekends on occasion and will be required to travel both in and out of state.

Incumbents are responsible for exercising considerable judgment and independence in performing assignments of average difficulty which require a comprehensive knowledge of assigned projects and programs. Incumbents may act as project leaders and provide task supervision for other assigned staff.

The Development Specialist III is distinguished from the Supervising Development Specialist in that the latter exercises full personnel supervision for a work group or assigned responsibility for the more complex projects where guidelines have not been established, or where greater complexity or sensitivity is involved.

The Office of Economic Development has several units that aggressively promote Riverside County and its business development opportunities, including Economic Development, International Business Office, Libraries and Special Districts. The overarching goal of the department is to facilitate regional economic development efforts that promote job growth, investment, entrepreneurship, and innovation; the office also creates a business-friendly climate that supports the efforts of the private sector.

EXAMPLES OF ESSENTIAL DUTIES

• Represent the department at meetings and conferences with citizens, the media, community organizations, advisory boards, cities, independent districts, the Board of Supervisors, and other County, state and federal agencies.

• Work on projects and programs closely with Economic Development; assist the business community by providing site location information and consultation regarding planning and coordinating project review and permit processing arrangements.

• Perform complex research and analytical duties in the development of plans, projections, recommendations, and statistical and narrative reports.

• Develop and craft captivating content tailored for diverse social media platforms, effectively resonating with targeted audiences.

• Post content on social media channels, utilizing geotargeting strategies to maximize engagement and local relevance.

• Write and create engaging and informative newsletters, webpages, blogs, and other content pieces to strengthen our brand identity and engage our audience.

• Coordinate and manage logistics for trade show displays and attendance, ensuring a seamless and impactful presence at industry events.

• Attend in and out of state trade shows, town hall meetings and other special events and conferences.

• Stay up-to-date with industry trends, social media advancements, and content marketing best practices to drive innovation and optimize strategies.

• Develop and write content for social media platforms, post content, often with geotargeted audiences.

• Prepare and monitor compliance and/or billing reports in relation to area of assignment.

• Assist in monitoring program expenditures; coordinate billings, receipts and reporting requirements; administer and monitor projects or program operations and related budgets; monitor and implement marketing plans and budgets.

• Conduct on-site visits to engage with employers and provide information about County resources and programs.

• Collect, organize and analyze economic, workforce and industrial development data.

• Identify areas of economic development needs; analyze the effectiveness of existing programs in these areas.

• Ensure implementation of programmatic, organizational, administrative, budgetary, financial, and personnel elements of a variety of economic development funded by outside and governmental agencies.

• Coordinate and meet with agencies, technical consultants, County personnel, and other involved persons to negotiate contact terms, work schedules and budgets.

• Determine contract compliance with County regulations and federal laws, and regulations including equal opportunity, affirmative action, labor standards, real property acquisition and relocation, historic preservation, and environmental review.

• Assist developers in developing strategies to reduce or eliminate barriers to project development; include plans for building community support; conduct outreach and facilitate community information, education and marketing meetings.

MINIMUM QUALIFICATIONS

Option I
Experience: One year as a Development Specialist II with the County of Riverside.

Option II
Education: Graduation from an accredited college or university with a bachelor's degree in a job-related field similar to that utilized within the County of Riverside Office of Economic Development such as Marketing, Business Administration, Public Administration, Communications, or Public Relations.

Substitution Option for Education: Additional professional, technical or senior clerical experience in a job-related field similar to that utilized within the County of Riverside Office of Economic Development may substitute for the required education on the basis of one year of qualifying full-time experience equaling 30 semester or 45 quarter units of education.

Experience: Two years of professional experience in a job-related field similar to that utilized within the County of Riverside Office of Economic Development.

Substitution Option for Experience: A master's degree from an accredited college or university in a job-related field similar to that utilized within the County of Riverside Office of Economic Development may substitute for one year of the required full-time experience.

EXAMPLES OF OFFICE OF ECONOMIC DEVELOPMENT FIELDS: Economic development; community development; commercial development; real estate; public relations; marketing; film.

All Options:
License: Possession of a valid California Driver's License is required.

Physical Requirements: Ability to set up and breakdown events including pulling wagons of supplies and putting up banners.

    MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



    • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


    • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


    • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.


    A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):

    0< 3 year = 80 Hours (10 Days)

    4< 9 years = 120 Hours (15 Days)

    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
