SPECIFIC JOB DESCRIPTION:
ANSER is seeking an early to mid-career Records Management/Security Analyst to assist the Office of the Deputy Assistant Secretary of Defense for Nuclear Matters (OUSD/NM) with records management, analyzing, researching, reviewing, and staffing security classification and Security reviews,such as Freedom of Information Act (FOIA), Mandatory Declassification Review (MDR), and pre-publication actions.
Specifically, the analyst will:
Establish best practices and SOPs and ensure the office is in compliance with Records and Information management IAW with Office of the Secretary of Defense and National Archives and Records Administration (NARA) policies and guidelines
Assist with administrative functions of passing and receiving security clearances
In coordination with the lead Classification Analyst, assist with initial technical reviews of Freedom of Information Act requests, Mandatory Declassification Reviews, and pre-publication security reviews
Assist in reviewing classification and declassification requests. This may involve conducting research, participating in joint Department of Energy (DOE)/Department of Defense (DoD) classification working groups, coordinating with other departments and agencies, and providing detailed classification or declassification recommendations to government officials.
Complete administrative paperwork for all reviewed files and provide final products to designated government reviewers for adjudication
Perform other duties relevant to the position as required by the contract and Performance Work Statement
REQUIRED SKILLS & EXPERIENCE:
A minimum of a bachelor's degree or at least 5 years specialized work experience performing similar analytic work
Must possess a Top-Secret clearance with SCI eligibility
Familiarity with organizing and maintain physical and digital records at multiple levels of classification
Pass Historical Records Restricted Data Reviewers (HRRDR) certification within 6 months of employment
5-years' experience supporting U.S. federal government security reviews, classification/declassification requests, and or performing technical reviews of Freedom of Information Act requests
Understanding of Continuity of Operations (COOP) plans
Strong critical thinking and problem-solving skills; ability to work in a team environment; able to work in environment with minimal supervision
Skilled at research, analysis, and writing; experience authoring reports, assessments, responses to requests for information, talking points, briefings, and other products
Must be proficient in Microsoft Office Suite (e.g., Word, Outlook, Excel, PowerPoint)
HIGHLY DESIRED SKILLS & EXPERIENCE:
Demonstrated experience working in an Office of the Secretary of Defense (OSD)/Joint Staff/Interagency environment
Familiarity with DoD COOP processes and requirements
Complete DOE's Overview of Nuclear Weapons Classification Course
Knowledge of nuclear weapons systems and operations and DOE/NNSA classification guides
