Purpose



The Children's Services Department, which includes the Home Study and Post Release Services Program, is driven by a mission that promotes the safety and well-being of unaccompanied children as they reunify with their families across the United States. As a department, our approach to care is through a child-centric, culturally competent, and trauma-informed lens that empowers the children and families we walk alongside. To fulfill our mission, we employ shared guiding principles of integrity, compassion, cooperation, accountability and belonging. The Children's Services department launched inaugural programming to serve unaccompanied children in 2021. In 2024, we are grateful to partner with an affiliate network, both CWS local offices and other non-profit organizations across the United States to support Unaccompanied children as they are released from the Office of Refugee Resettlement.


The Director, Program Administration, Children's Services is responsible for overseeing a team to serve as the focal point for administrative services supporting and collaborating with the HQ associated teams to employ the strategies, goals and workplans for the Children's Services Department. This position will promote a supportive and collaborative team culture and maintain positive team morale, strengthen Duty of Care and Diversity, Equity and Inclusion efforts, compliance and ensure effective implementation of CWS's policies and procedures, particularly those related to Procurement and Purchasing, Delegation of Authority, Contracts Review, and IT. This position will serve as a focal point for the department and interact regularly with the HSPRS Program unit and CWS's Human Resources, Operations, IT, Business Services, and Finance Departments.



Responsibilities




Essential Duties:


• Ensure organizational, donor and regulatory compliance across all aspects of work
• Collaborate closely with CWS's Operations, Human Resources, IT, and Finance Departments to implement CWS's organizational priorities and those of the Children's Services department in alignment with agency policies and procedures
• Ensure that staff of the Department are equipped and supported to understand and fulfill CWS policies and procedures.
• Develop Standard Operating Processes and workflows within the Department
• Oversee the procurement and purchasing requests for the Department
• Oversee IT related initiatives for the Department
• Collaborate with HQ on the people and culture goals and strategies of the Department
• In partnership with the Human Resources Department, develop new or strengthen existing talent acquisition and retention plan, staff learning and development plan, staff wellness plan and a staff appreciation plan
• Lead a team to implement effective orientation for new staff
• Collaborate with organizational initiatives and lead a departmental team to implement DEI efforts in the Department as well as develop and implement a Duty of Care plan that includes staff safety and security.



People Management:


• Provide regular and direct supervision of 1-2 team members
• Lead cross-functional working groups
• Serve as hiring manager for vacant positions in your team
• Conduct frequent and annual performance management activities for direct reports
• Support direct reports to achieve professional development goals
• Foster a supportive and collaborative team culture and maintain positive team morale

Qualifications




Experience:



• A minimum of 7 years of professional work experience in the human resource, business administration, operations or other relevant field
• A minimum of 5 years of supervisory experience required
• Demonstrated experience working with diverse staff and leading DEI initiatives


Skills:
• Strong organizational and priority-setting skills are needed
• High level of ethical standards and discretion
• Strong oral and written communication skills
• Positive, energetic and engaging personality
• Fluency in verbal and written English
• Ability to complete projects with limited instruction
• Advanced project management skills
• Ability to work collaboratively across teams
• Advanced Skills in Microsoft Office Suite, Sharepoint, HRIS, and other Technical Platforms
• Strong written and verbal communication skills
• Excellent interpersonal skills
• Comfortable working in a fast-paced environment while managing competing priorities



Education & Certifications:



• A minimum of a Bachelor's degree required
• Masters degree preferred
• Human Resources or Business Administration Education strongly preferred
• SHRM-CP or SCRHM-SCP strongly preferred
