The Data and Reporting Specialist will work under the supervision of the Monitoring, Evaluation, and Learning (MEL) Manager and will support development of the program´s MEL system, including research design, data collection, data analysis and provision of written inputs into monthly and quarterly reports.

Your Background & Skills

  • Bachelor’s Degree in statistics, engineering, economics, sociology, or a related field.
  • Minimum of 3+ years of relevant working experience working in data analytics, data management, information management, or a related field. Experience in monitoring and evaluation for an international NGO is highly desirable.
  • Strong understanding of sampling methodologies and statistical analysis.
  • Knowledge and practical experience in research, monitoring, and evaluation methodologies (e.g. qualitative, quantitative, mixed method, and impact identification).
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management.
  • Experience in planning and managing surveys, including the development of data collection tools from scratch.
  • Experience with data quality assessments and oversight; knowledge of data cleaning processes.
  • Advanced user of Statistical Package for the Social Sciences (SPPS/R) or Python preferred
  • Advanced knowledge of MS Office applications (PowerPoint, Excel) and modern communications tools (internet, email, social media, and teleconferencing).
  • Knowledge of multivariate data analysis.
  • Excellent communication and drafting skills for effective reporting.
  • Ability to meet deadlines and manage multiple tasks.
  • English fluency is preferred.
  • Strong command of Spanish
  • Must have unrestricted authorization to work in El Salvador.

Your Daily Tasks

  • Assist in overseeing regular monitoring and evaluation of the program, including monitoring of accuracy of data collected.
  • Support the Monitoring, Evaluation and Learning (MEL) team in coordinating the implementation of the program’s MEL Plan.
  • Support the design and implementation of complex evaluations, special studies, and assessments. When relevant, support oversight of data collection, including data cleaning processes, checks and data cleaning scripts.
  • Contribute to design methodology and tools for the variety of evaluation studies and impact research.
  • Develop qualitative and quantitative data collection tools, ensuring meeting requirements of indicators set in the program MEL Plan.
  • Conduct data analysis and draft reports for internal research using statistical software tools such as Statistical Package for the Social Sciences (SPPS/R), as well as MS Excel, Power Point, or other similar applications).
  • Monitor accuracy of data collected for data quality assessments. Cross-check data collected in the field, ensure regular updates, and solve potential discrepancies.
  • Provide inputs into quarterly reports and other updates and reports to donors.
  • Work towards building capacity of local partners in relations to MEL and data management techniques.
  • In collaboration with the rest of the MEL staff, develop data collection flows to ensure data integrity and validity at the output and outcome levels.
  • Develop basic and/or medium level databases to store the data collected
  • Manage database to produce the necessary information for indicators and other project’s metrics.
  • Lead a continuous improvement process of databases and data collection tools.
  • Secure storing of databases and other related materials and resources.
  • Work with designers on data visualization and presentation materials.
  • Actively participate in and facilitate regular team meetings.
  • Establish and maintain productive and collaborative working relationships with partner organizations, local sponsors, and other program stakeholders relevant to CEA.
  • Support the drafting of deliverables to donor in a timely manner and draft content, impact and network highlights, and program data for program reports.
  • Contribute to internal CEA program reporting, knowledge management and information sharing.
  • Contribute to communications that highlight the work of partners and other media literacy tasks as needed.
  • Support the Director of MEL in all aspects of program implementation to ensure timely, accurate, and thoughtful completion of deliverables.
  • Produce MEL reports for the Director of MEL, Chief of Party, and USAID, as needed.
  • Ensure data collection process is functioning in all activity locations to provide quality data within deadlines, including support to partners to ensure timely and high-quality MEL efforts.
  • Communicate information obtained through M&E activities?in timely manner?to CEA staff and various external stakeholders, notably donors and partners to enable collaboration, learning, and adaptation.
  • Establish strong relationships of trust with representatives from other project areas, especially programmatic areas and grants.
  • Contribute to the development of instruments to gather feedback from internal project areas and partners.
  • Actively participates in internal security, welfare and identity promotion mechanisms.
  • Refine and implement the program’s Monitoring, Evaluation and Learning (MEL) plan across all program components including identification of process, output, and outcome indicators.
  • Other duties as assigned.
