Position Focus

Under broad guidelines established by the University and reporting to the Associate Vice President for Capital Program Development and Delivery, the Senior Director, YSM/West Campus Development will oversee the Facilities planning and capital project implementation at the Yale School of Medicine (YSM), West Campus (WC) and the Yale School of Public Health (YSPH) projected to be in excess of $1.2B over the next 5 years followed by several other large projects.

This position will manage the process and product of the dedicated YSM/WC/YSPH Facilities Planning and Project Management staff utilizing in-depth knowledge of the school's programmatic priorities and financial position in a manner consistent with University Office of Facilities practices and policies. The Senior Director will continuously seek to improve quality and quantity of services provided while developing an operational environment appropriate for the recruitment and retention of the highest quality facilities professionals.

The Senior Director will manage the process and product of the YSM, WC and YSPH Facilities Planning and Project Management staff utilizing in-depth knowledge of the school's programmatic priorities and financial position in a manner consistent with University Office of Facilities practices and policies. The Senior Director will continuously seek to improve quality and quantity of services provided while developing an operational environment appropriate for the recruitment and retention of the highest quality facilities professionals. The Senior Director will consult with administration in defining and articulating a facilities vision that meets the goals of WC, YSPH and YSM's research, clinical and teaching programs.

The Senior Director will manage the priorities and product of Facilities Planning and Project Management groups in a manner consistent with the goals and priorities of the administration. The Senior Director will manage the formulation, design, and construction of capital and non-capital projects in a manner consistent with the policies and procedures established by the University and its Associate Vice President for Capital Program and Delivery. The Senior Director will develop and maintain a thorough understanding of the academic, research and clinical units within the school and infuse the facilities planning process with this knowledge. The Senior Director will ensure planning and management staff is meeting requirements of project scopes and RFP's and ensures that Planning & Project Management staff is appropriately managing the work effort of consultants, including construction managers, relative to contracted scopes, commitments schedules, milestones, and deadlines. The Senior Director will create reports and analyses for use in decision-making by the administration of the School and University. The Senior Director will develop, manage, and maintain databases related to the quantity, condition, and utilization of the West Campus and YSM School's facility assets. The Senior Director will work closely with the Budget Offices to develop, document, and maintain financial projections of the YSM, YSPH and West Campus's on-going 10-year facilities plan.

Essential Duties

  • Directs one or more functional areas within an administrative department of the University and ensures compliance with university policies and procedures.
  • Directs analytic and research support for educational policies and planning and develops and approves administrative policies affecting assigned functional areas of the University.
  • Directs and establishes parameters for major projects for the department and University.
  • Interprets federal policies and regulations and educates staff and administration about regulations, restrictions, and the legal responsibilities of the University.
  • Directs and implements policy and program modifications and develops standards to ensure compliance with federal, state, and local regulations.
  • Develops and administers an operating budget for the assigned department consistent with university policies and procedures.
  • Develops cost savings objectives and goals; authorizes major purchases and negotiates contracts that range from routine to complex in nature.
  • Establishes and implements long- and short-range goals for the functional area consistent with university goals and objectives.
  • Directs the development of related automated systems to support the function; determines office policies and procedures for use of automated systems.
  • Directs the evaluation and selection of vendors and negotiates contract details including work steps and pricing with the vendors on behalf of the assigned functional area.
  • Works with internal and external contacts to solve problems that range from routine to complex in nature.
  • Represents the University in discussions and negotiations with various governmental agencies.
  • Directs a staff of exempt and nonexempt employees.
  • May perform other duties as assigned.

Qualifications

Required Experience
  • Bachelor's Degree in related field. Ten years of experience or an equivalent combination of education and experience. Advanced knowledge of architectural planning, design and construction processes
  • Advanced level of team building/leadership skills. Ability to process multiple assignments, set priorities, and to lead project teams to meet objectives.
  • Strong written and oral communication skills and ability to make effective presentations to influence change and acceptance with key stakeholders.
  • Strong proficiency in Excel, Word, PowerPoint, and construction scheduling software.
  • Strong business acumen, the ability to drive results through others, strong analytical and negotiation skills. Solid technical knowledge for data collection, analysis, interpretation for executive decision making (including ROI) and feasibility studies.

Preferred Experience
  • Master's degree in Architecture, Construction Management, Engineering, or related field.
  • Registered architect, licensed professional engineer or degree in Construction Management.
  • Experience with a medical school or comparable intensive environment and extensive research / laboratory design and construction.

Preferred Licenses or Certifications:
• LEED Certification.
