Job Description

The Test and Treat Corps (T2) was established to lead NYC's effort to test and trace New Yorkers infected with or exposed to COVID-19. Funding for the T2 initiative come from local and federal funding sources. The Senior Management Consultant will support the Senior Director with management of the overall budget and fiscal matters related to T2.

Summary of Duties & Responsibilities:

Reporting to the Senior Director, the Senior Management Consultant will be responsible for:
• Supporting the Senior Director in a variety of T2 financial analysis projects
• Supporting the management of and adjusting T2 related budgets for all related expenses
• Developing iterative budget models using advanced Excel functionality
• Developing templates to track and monitor spending and address programmatic changes
• Liaising with H+H leadership to evaluate existing budget and make ongoing updates to budget
• Preparing professional presentations, data graphics and other materials on program and financial performance; create reports that present data in multiple ways for a variety of audiences
• Articulating financial ramifications of different operational scenarios through quantitative models
• Managing the preparation of routine expenditure reports to measure actual versus projected budget on a regular basis
• Ensuring all expenses are captured within programmatic budgets; ensuring that any operational changes are immediately incorporated into financial tracking systems; revising existing high level and line item budgets as needed
• Collaborating with partner City Agency to project and track spending for relevant programs
• Understanding reimbursement methodologies and grant eligibility guidelines to project revenue implications of different operational scenarios
• Conducting reconciliations of budget versus actuals to ensure accurate reporting, including updating the budget with new vendors and actual spending
• Conducting scenario forecasting as data and policies change and communicating changes to H+H leadership
• Supporting quarterly analysis for expense and revenue and managing draw downs for relevant programs with OMB
• Utilizing H+H's PeopleSoft system in managing and monitoring related expenses under various cost categories
• Maintaining a deep understanding of T2 operations and programmatic impact as they relate to T2 budget and grants
• Assisting with grant expenditure estimates as needed for ELC, FEMA and ARP grants
• Other related duties as assigned

Minimum Qualifications

A Master's degree in public administration or business administration, or in an

equivalent or equally acceptable program, and four (4) years of satisfactory, full-time

paid experience in a major governmental agency or large corporation or foundation

in management analysis or in operational direction, planning, coordination or control

of which two (2) years must have been in a supervisory, administrative or

consultative capacity; or

2. A Baccalaureate degree from an accredited college or university and five (5) years of

experience as stated in #1 above of which three (3) years must have been in a

supervisory, administrative or consultative capacity; or

3. A satisfactory equivalent, however, all candidates must possess not less than the two

(2) years of supervisory, administrative or consultative experience required.

Four (4) years of appropriate general experience may be substituted for a Baccalaureate degree

requirement. Appropriate full-time teaching experience in an accredited college or university may

be substituted on a year-for-year basis for the required general experience and appropriate full-time

teaching experience in a position of professional rank may be substituted on a year-for-year basis for

the required supervisory, administrative or consultative experience.

• Ability to distill complex issues into simple, coherent ideas
• Strong organizational skills
• Excellent interpersonal skills, with proven ability to forge and deepen effective working relationships across a broad set of stakeholders
