Job Description:

The newly created Nebraska Broadband Office located within the Department of Transportation (NDOT) has an exciting opportunity for a Grant Analyst to join our team! Under Governor Pillen's leadership, the Broadband Office was formed to create a more transparent, flexible, and proactive response for Nebraska's broadband needs.

If unable to fill at the Federal Aid Administrator II level, we will consider applicants at the Federal Aid Administrator I level.


Pay range for Federal Aid Administrator I-level: $19.391 - $28.585 per hour. The pay rate may be commensurate with education and/or experience within fiscal constraints if approved.


Pay range for Federal Aid Administrator II-level: $22.405 - $33.028 per hour. The pay rate may be commensurate with education and/or experience within fiscal constraints if approved.


Job Duties:
•Use excellent customer service to establish and maintain effective, professional working relationships with team members and other customers.
•Work with a dynamic team to award and administer subgrants.
•Work with subgrantees to ensure compliance with federal and state rules and regulations.
•Monitor performance and financial status of grant-funded projects.
•Provide technical assistance to subgrantees related to administrative, programmatic, and fiscal compliance with regulations, polices and procedures, and agency standards.
•Coordinate with the team to create and submit reports to federal funders.
•Analyze information and evaluate results to choose the best solution and solve problems in a timely manner.
•Use effective oral and written communication skills.
•Apply effective time management skills.
•Perform other duties as assigned.



Requirements / Qualifications:




Minimum Qualifications:



Federal Aid Administrator I: High school education plus four years of work experience significantly related to the position's function; or Bachelor's degree in business administration, accounting, or other appropriate curriculum; or a combination of education and experience equivalent to the above requirements.


Federal Aid Administrator II: Bachelor's degree in grants management, business administration, public administration, accounting, budgeting, or a related fiscal field, and two years of experience in grant management, contract administration, accounting, budgeting, or other fiscal-related areas of work. Experience can substitute for education on a year-for-year basis.



Preferred Qualifications: Experience in state government accounting or grants management. Demonstrated experience with MS Office with advanced skills using Microsoft Excel. Experience with federal grants accounting. Experience and appreciation of collaborative, team-based work. Interest in continuous learning and growth.



Other: Valid driver's license required. Occasional overnight travel may be required. Regular and reliable attendance is required.



Knowledge, Skills and Abilities:



Knowledge of: generally accepted accounting principles (GAAP), practices and standards; budgeting techniques and methods; record keeping methods; federal and State laws and regulations applicable to accounting/finance operations; federal grants management rules and regulations.


Skill in: planning and organization, analysis and development of plans to prevent and/or address challenges; compiling data from multiple sources into a single, comprehensive documents or reports; excellent written and verbal communication; Microsoft Office and Excel.


Ability to: manage time and competing priorities; learn and apply the principles and concepts of specific agency programs, policies and operating details of an accounting system; provide financial and budget recommendations; effectively communicate to exchange and elicit information and explain complex information to various audiences; work under pressure; meet deadlines; work independently; work effectively with staff in other divisions and agencies; complete accurate reports; comprehend and follow complex and technical procedures; ability to read, analyze, and interpret various documents; prioritize multiple projects in a fast-paced, deadline-driven environment utilizing input from others.
