Job Description:

Position: Payroll Manager

Reports to: SR Payroll Manager

Designation: Exempt, Full Time

Hours: Monday-Friday, 8:00 a.m. - 5:00 p.m.

Responsibilities

1. Manage weekly payroll processing cycle.
  • Review and approve the processing of multi-union, multi-state craft, and non-union staff payroll.
  • Complete and submit weekly and non-weekly payroll filings including payroll taxes, unemployment taxes, and voluntary/involuntary deductions.
  • Approve onboarding enrollments and changes in the human resource management system (HRMS), Arcoro.
  • Perform complex reconciliations for payroll accounts to ensure completeness and accuracy.
  • Follow proper governance of payroll data, time and attendance, recordkeeping, and internal controls.

2. Maintain and administer union related compensation and benefits.
  • Collect, review, and interpret collective bargaining agreements and wage rate changes, communicating with union representatives, as necessary.
  • Approve the creation and entry of new union/local/classes in enterprise resource planning (ERP) system, Sage.
  • Audit and approve union fringe remittance reports.

3. Oversee payroll related compliance.
  • Support job-specific reporting including equal employment opportunity (EEO), controlled insurance programs (CIP), prevailing wages, and certified payroll.
  • Stay informed about federal, state, and local payroll taxes, ensuring compliance in all payroll processes.
  • Assist internal and external auditors during the audit process by providing necessary documents and reports.

4. Provide payroll support.
  • Respond to time entry related questions from employees and managers.
  • Build and nurture strong working relationships with all levels across the organization, union representatives, third-party vendors, and external partners to resolve issues and drive process improvements.
  • Demonstrate strong communication skills, ensuring customer satisfaction.

5. Process improvement and technology implementations.
  • Provide payroll reports, metrics, and assigned management reports.
  • Become a subject matter expert on payroll systems including Sage 300 CRE, Aatrix, hh2, LCP Tracker, and Arcoro.
  • Assist with testing new payroll earnings, deductions, accruals, and other programs in a test environment.
  • Continuously evaluate, improve, and maintain existing work processes to ensure the most effective use of resources and drive operational excellence.
  • Evaluate and optimize payroll systems and software to streamline processes and improve efficiencies.

Qualifications and Skills:

- Bachelor's degree in Accounting, Finance, Business Administration, or equivalent experience.

- Certified Payroll Professional (CPP) designation preferred.

- Minimum of 5 years of experience in payroll management, preferably in a multi-union, multi- state environment.

- Strong understanding of payroll regulations, tax laws, and compliance requirements.

- Proficiency in payroll software and Microsoft Office Suite.

- Intermediate Excel skills required for data analysis and reporting.

- Excellent analytical, problem-solving, and decision-making skills.

- Strong interpersonal and communication skills.

- Ability to work effectively in a fast-paced environment and meet deadlines.

- Exceptional attention to detail and accuracy.

- Ability to maintain confidentiality and handle sensitive information with discretion.

- Strong organizational skills and ability to prioritize tasks effectively.
