Role Summary
The National Value-Based Contracting Vice President is an integral leader to the overall network expansion and growth of the MA business segment, reporting to the MA National Network VP.

The individual will oversee and mobilize all aspects of MA National Partner results, including contracting, retention, operations, growth, financial and quality performance, and strategic planning.

This will require the individual to possess a broad set of expertise and experience in MA value-based arrangements, particularly risk arrangements. Additionally, deep financial acumen, executive influence, strategic-thinking, and a track record of developing, managing, and retaining key provider partners through results and performance excellence.

The individual will lead a direct and matrixed team responsible for complex risk-based contracting with national provider partners, particularly those in value-based and/or risk-sharing partnerships.

Role Components


  • Expand and develop contracting and operational expertise, with current and new talent, in the areas of value-based and rewards contracting with an expertise in risk-based arrangements

  • Directly coordinate with Market Leadership teams in the overall network strategy, execution and performance of these partner arrangements to support competitive, affordable provider networks supporting MA HMO and PPO offerings.

  • Drive critical, complex initiatives requiring collaboration across functional areas (e.g., network, risk adjustment, clinical, quality, utilization management) to champion provider results and optimize performance for these partnerships and Cigna.

  • Display consistent execution of analytics and VBA standard contracting processes and operations management across markets and these partnerships

  • Inspire a collaborative team culture and service mindset internally and externally

  • Attract, recruit, hire, develop, mentor, coach and retain top talent. Including development of near- and long term business-driven strategic talent plan that ensures continuous, high quality, diverse talent to enable execution of the Medicare growth strategy.

Qualifications and Competencies


  • 10 or more years of contracting and negotiating experience involving complex delivery systems and organizations required. Medicare contracting value-based experience required.

  • 5 or more years value-based contracting/programs experience, including expertise in working with all provider types and business models

  • 3 or more years of demonstrated success building and developing a team od direct reports, and managing change in a dynamic environment.

  • Knowledge of complex reimbursement methodologies, including Medicare fee-for-service and incentive- based models required.

  • Prior experience leading project teams in a non-centralized work environment preferred.

  • Experience in developing and managing key provider relationships, including senior executives.

  • Team player with proven ability to develop strong working relationships within a fast-paced, matrix organization.

  • The ability to influence both sales and provider audiences through strong written and verbal communication skills.

  • Superior problem solving, decision-making, negotiating skills, contract language and thorough understanding of the financial evaluation, terms, flow of funds, reconciliation, etc. in value-based arrangements.
