Job Description:

Primary Location:4800 Preston Park Boulevard, Plano, Texas, 75093We are searching for candidates that meet the required qualifications and experience and are able to perform the essential duties and responsibilities.
Job Summary:The manager of the industrial safety program will provide risk assessment support and risk management guidance to the Facilities and Construction Department across various occupational health and safety programs to maintain compliance with federal, state, and local regulations as well as promote an enhanced safety culture. This position reports to the director of emergency management and safety.


Industrial safety programs geared toward trade worker activities require in general the technical insight on the recognition, evaluation, and control of hazards associated with trades work. Anticipation of changes in work processes requires applying management of change principles to counteract potential for work related injury or illness, or otherwise affect the well-being of workers.
Required Qualifications:


Essential Duties and Responsibilities



  • Conduct baseline surveys and audits to determine the extent of employee exposure to hazardous materials or other hazardous conditions especially the facilities operation and construction teams in all building locations, including teaching laboratories of all types. Ability to review and evaluate facility renovation and construction projects as well as facilities operations and maintenance programs especially with investigating environmental air quality or other worker exposure concerns as part of a multiple campus/districtwide safety program.

  • Responsibilities include managing a construction and contractor safety program to ensure building and renovation projects are performed in a safe and complaint manner

  • The position will design and deliver safety awareness training for facilities services employees to promote safe work practices for districtwide activities that may present potentially hazardous work environments.

  • The industrial safety program manager will provide professional support in several other environmental and occupational health programs such as, but not limited to, respiratory protection and hearing conservation as well as managing the medical surveillance program for applicable facilities personnel in response to OSHA standards.

  • Interaction with facility managers, benchmarking with peer institutions, and communications with regulatory agencies will directly influence managing priorities for the effective implementation of the Hazard Communication Program and the Occupational Medical Surveillance Program.

  • Inspect and determine that available life safety devices such as fume hoods, fire extinguishers, and smoke detectors are in proper supply and working condition.

  • Review plans and blueprints to ensure that campus planning personnel follow all pertinent building codes and safety regulations during the planning of new construction and rehabilitation of existing facilities or in the lease or purchase of off-campus facilities.

  • Manage, plan, schedule, participate in, and assume the overall responsibility for all safety and safety-related inspections of buildings, maintenance operations, student housing, laboratories, and construction and facilities rehabilitation sites, storage areas, etc. for the purpose of detecting and appraising unsafe conditions or activities.

  • Direct the internal investigation of accidents, fires, and incidents involving hazardous chemicals, and any other environmental or safety-related concerns.

  • Plan, schedule, and coordinate safety training programs for faculty, staff, and students, such as Right-to-Know/Hazard Communication, techniques in hazardous materials handling, hazardous waste management, machine and tool safety, laboratory and chemical safety, the general subjects of fire prevention, and occupational and environmental hygiene.

  • Recommend renovation and/or maintenance projects to improve safety in work, research, and living areas.

  • Actively participate in college safety-related committees.

  • Provide and manage the operating budget for the safety program.

Knowledge, Skills, and Abilities



  • Demonstrated knowledge of industrial and construction safety principles

  • Knowledge of requirements needed to ensure plumbers, carpenters, electricians, and other trades professionals perform work safely

  • Comprehensive knowledge of federal, state, and local regulations directly impacting industrial and construction work

  • Knowledge and experience developing and delivering training to adult learners on safe work practices to include, but not limited to, the handling of hazardous materials, hazardous energy and equipment; the use of industrial equipment, working at heights above 6 feet, working in confined spaces, and other high-risk tasks

  • Knowledge and experience working with asbestos and lead abatement projects to include exposure monitoring

  • Knowledge and experience anticipating, recognizing, evaluating, and controlling workplace conditions that may cause workers' injury or illness

  • Excellent coordinator, communication, and customer service skills to effectively negotiate and appropriately influence the safety behavior of teaching and research faculty, lab workers and other staff, and students engaged in high-risk activities

  • Excellent time management skills

  • Microsoft Office (Excel, Word, PowerPoint,) SharePoint, and Outlook skills

  • Ability and experience developing and implementing programs

  • Ability to understand and interpret complex written regulations and technical reports

  • Ability to use environmental monitoring and analytical methods to detect the extent of worker exposure and employ engineering, work practice controls, and other methods of control potential health hazards

  • Demonstrated ability to work with a diverse population and foster a collaborative work environment

  • Experience with or ability to learn data management platform to implement safety training and other safety program management needs

  • Ability to operate instrumentation required to monitor and assess workplace environments to include experience in evaluating results and developing strategy to reduce identified exposure risks





Physical Demands, Working Conditions and Physical Effort

Heavy Work - Exerting up to 100 pounds of force occasionally, up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly having to move objects. Positions in this class typically include talking, hearing, seeing, grasping, standing, walking and repetitive motions, stooping, kneeling, crouching, and reaching, climbing and balancing, plus pushing, pulling and lifting. Incumbents may be subjected to moving mechanical parts, odors, dusts, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting and intense noises, gases and workspace restrictions. In addition, incumbents may be subjected to vibrations, chemicals and oils. Occasional exposure to unpleasant environmental conditions and/or hazards. Occasional outside work.
Frequent physical effort required.



Requirements

Bachelor of Science degree in one of the physical sciences, industrial safety, life sciences, public health, environmental science, applied health science, engineering, occupational safety, or other applicable degree from an accredited institution.
Master's degree preferred.
At least five (5) years of related experience is required. Experience providing occupational and environmental health/safety services preferred.


Licenses and Certifications

Certificate of Completion for an OSHA-approved 30-hour industrial safety training or 30-hour construction safety, or OSHA 511 Standards for General Industry training must be completed within 60 days of employment.
Certified Safety Professional, Certified Industrial Professional preferred.
