Job Description:

The Wisconsin Technical College System (WTCS) Office is searching for our next president. The president will provide guidance for WTCS, which offers more than 500 programs awarding two-year associate degrees, one- and two-year technical diplomas, short-term technical diplomas, and certificates. The System is the major provider of customized instruction and technical assistance for Wisconsin employers. With nearly 300,000 people enrolling each year, it is the largest higher education system in the state.

Our unique connections to employers - from multinational to Main Street - allow us to consistently increase the economic vitality of students, employers, and communities throughout Wisconsin.

A 2022 public opinion survey showed that 71% of people surveyed in the state believe the state of Wisconsin benefits from the education technical colleges provide.

The president oversees the System of 16 colleges and is responsible for working with a wide range of stakeholders to advance and promote the mission and vision of WTCS, ensuring implementation of the WTCS Board's strategic directions. Additionally, the president provides leadership on WTCS educational and administrative issues. Although the WTCS Office is a hybrid work environment, routine travel is expected across the State of Wisconsin. Occasional national travel is also required.

The president will be expected to work effectively with a wide variety of organizations, build consensus on issues and maintain robust partnerships between the System and its many stakeholder groups. The president will advocate for technical colleges and career and technical education with the legislature, governor, education partners, employer partners and national organizations.


Required Qualifications:


  • Strong visionary, executive leadership, advocacy and administrative capabilities.

  • Interface with diverse stakeholder groups and build consensus on issues.

  • Develop robust partnerships with employers (both private and public sector) and their statewide organizations.

  • Management and/or administration.

  • Leadership on systemwide resource development.

  • Strategic and program planning.

  • Build coalitions with diverse stakeholder groups.

  • Demonstrate accomplishments and proven outcomes.

  • Leverage networks to advance the mission and vision of an organization.

  • Demonstrate cross cultural competence and foster access to, and success in, work and learning spaces.

  • Use data and analytics to inform decisions.

  • State and federal government processes.

  • Public sector budgeting.

  • Working with special populations and inclusive practices.

  • Excellent communication, interpersonal, analytical and organizational skills.

  • Knowledge of trends in technical and adult education.

  • Academic credentials should be appropriate to leadership of a state technical college system.


Preferred Qualifications:


  • Although not required, a Doctorate or other terminal degree is preferred.

  • Successful track record of high-level administrative experience in one or more of the following:

    • government

    • technical and adult education

    • college or university

    • public schools above the middle school level.



  • Familiarity with the Wisconsin Technical College System and Wisconsin state government desirable.

Pay for this position is up to $246,292.80 annually, based on experience, and includes the State of Wisconsin's excellent benefits package, which provides 19.5 days of paid time off to start, nine paid holidays, accrued sick leave, multiple insurance options and an exceptional retirement plan.

Working for the State of Wisconsin may also make you eligible for the Public Service Loan Forgiveness Program. In addition, WTCS offers tuition reimbursement. Employees may be eligible for reimbursement up to $5,250 in a calendar year for qualified educational programs.

We're a highly engaged, collaborative team of about 50 employees located at the Hill Farms State Office Building on Madison's near west side. This position will allow for some telecommuting, while also traveling regularly to each technical college and other locations.
