The Administrative Operations Specialist II will be responsible for various administrative and financial matters for the Executive Vice President (EVP) of Operations, Finance & Support, and its reporting units. This position creates and implements plans, processes, and procedures to ensure the effective and efficient functionality of the office of the EVP and to support the success of strategic priorities.

Workplace Requirements

This position offers a hybrid work schedule.

Hiring Range: $56,000 minimum - $69,900 annually.

Minimum Requirements:



  • Bachelor's degree

    • In lieu of the education requirement, additional related experience, above and beyond what is required, on an equivalent year-for-year basis may be substituted.

  • 2 years of administrative experience

  • Ability to establish and manage priorities and handle numerous time-sensitive projects with conflicting and varied deadlines.
  • Ability to accomplish goals working through formal and informal channels, with diplomacy and tact.
  • Demonstrated creativity, problem-solving, critical analysis, initiative, judgment, and decision-making skills.
  • Advanced knowledge of the Microsoft Office suite
  • Advanced knowledge of Google Workspace
  • Ability to work independently and as part of a team to meet expected deadlines and schedules.
  • Strong client service orientation and attention to detail


Essential Functions:

  • Manages financial, human resources, and facilities functions.
  • Organizes, manages and completes special projects.
  • Provides administrative support for the EVP of Operations, Finance & Support, including drafting agendas, preparing materials, reviewing board and other materials, scheduling meetings, and project management.
  • Evaluate programs, policies, and procedures and provide solutions or improvements. Leads the effort to make changes.
  • Identifies issues and develops alternative solutions, which may include changes to programs, policies, and procedures.
  • Reviews and analyzes trends to advise and develop recommendations to achieve or modify the deliverables and goals of the Budget Office or for financial personnel across the campus.
  • Develop and implement outreach strategies that may include relationship development, communications, and compliance.
  • Performs all other duties as assigned.


Additional Functions

  • Plans and schedules calendars, coordinates meetings, and reserves conference and meeting rooms
  • Process all procurement and P-card expenses and invoices; maintain and order office supplies.
  • Interfaces with internal and external entities to process or resolve expenditures.
  • Maintains information on employee-dependent exchange program.
  • Composes correspondence
  • Manages business travel in compliance with university policies.
  • Coordinates work orders with facilities management; requests services for facilities maintenance
  • Coordinates with Rice OIT for all required technical support
  • Regularly attends staff meetings to contribute to regular review, suggestions, collaboration, and updating of all processes and workflows within the department.
