Job Description:

Basic Purpose

Responsible for supervising and coordinating activities of refrigeration team in maintaining and repairing equipment, ammonia refrigeration, coolers and freezers at the New Oxford Plant, Distribution Center, & Liverpool, NY location to ensure the smooth production operations and high safety standards; assign, train and monitor staff in accordance with company policies and government regulations. Additional responsibilities may include environmental & wastewater compliance monitoring.

Essential Job Duties & Responsibilities
  1. Implement & Maintain PSM programs and ensure that regulatory requirements are met with the ability to write SOP's.
  2. Provide direction to the PSM team and assist the plant in developing, implementing and sustaining plant specific policies, procedures, programs and training to achieve and maintain compliance with Health & Safety and environmental laws and regulations.
  3. Conduct routine meetings with designated refrigeration personnel.
  4. Stay abreast of ammonia refrigeration regulatory compliance, including OSHA, PSM, RMP, and EPA.
  5. Conduct audits and inspections of plant performance and activities related to refrigeration.
  6. Participate in Emergency Action Plan as it relates to ammonia refrigeration hazards.
  7. Educate personnel on program aspects to include hazard recognition, inspections and how to address gaps.
  8. Serve as a liaison between relative departments.
  9. Coordinate and participate in PSM and PM program activities at a local and asset level which include management of change, pre-startup safety review, and process hazard analysis activities.
  10. Monitor and assist in training on operating procedures including the annual review/certification and initial/refresher training. The PSM Coordinator assists in creating and updating operating procedures when needed as well as maintaining the operating procedure training matrix.
  11. Oversee, coordinate, and participate in PM activities and inspection of equipment to prevent mechanical or electrical failure and ensure continuous operation of the machinery as it relates to the PSM program.
  12. Ensure completion of repairs to machines and related equipment when needed according to maintenance schedule and manufacturer's service manuals or on diagnosis of machines that are malfunctioning.
  13. Promotes a process safety culture and drives improvements in the PSM program.
  14. Oversees and coordinates development and updates to a facility's process safety information as required by PSM regulations.
  15. Provides support during OSHA and EPA audits of the PSM and RMP programs, and other regulatory audits of refrigeration systems.
  16. Coordinates data retrieval, compilation, and reporting for company's process safety key performance indicator metrics.
  17. Define and prioritize site programs to meet the needs of regulatory compliance, risk analysis recommendations, corporate policies, site specific procedures and audit findings. Assist plant staff in prioritization of action items to address gaps.
  18. Provide technical direction related to required mechanical integrity elements to be included in overall refrigeration maintenance actions at the plant.
  19. Notify designated personnel of any environmental and safety incidents, or risks not previously documented, in accordance with Environmental Awareness and or Safety training.
  20. Track and maintain compliance and update certifications with all related EPA and Wastewater regulations.
  21. Perform other related responsibilities, as needed, to support Plainville Farms business objectives.

Skills/Knowledge/Abilities

Associate degree in a technical topic or PSM & RETA certifications & at lease 3-years' experience leading and coordinating PSM activities.

Working knowledge of PSM Standards and ability to lead associated activities and the facility and asset level.

At least 3 years in a manufacturing setting

Ability to read, analyze and interpret general business documents, technical procedures, and government regulations.

Ability to write reports & SOP's.

Strong math skills including basic algebra & geometry.

Ability to use computer software and Microsoft Suite.

Excellent organizational, teamwork, mentoring, presenting and interpersonal skills.

Exceptional oral and written communication skills. Good judgment and strong problem resolution skills.

Valid Driver's license

Ability to speak, read, write, and understand English proficiently.
