Responsibilities

This position works in the Facilities HR Satellite office and provides overall guidance to supervisors, management, and employees regarding disciplinary actions and performance management. This position also administers the Federal Commercial Driver's License Drug Testing Program.



  • Provides counseling to employees, management, and supervisors regarding employee disciplinary matters and the performance management process. Takes witness statements, analyzes and formulates recommendations on findings, prepares case summaries, and drafts appropriate disciplinary action letters and performance expectations plans. Prepares for the presentation of appealable disciplinary actions to arbitration as necessary. Provides assistance in the administration of layoffs within the University.

  • Prepares for negotiations and drafts proposals; researches labor relations issues and conducts costing analysis; may assist with other administrative items, such as scheduling sessions, contract administration training, as needed. Responsible for handling and timely processing of collective bargaining grievances and USPS/A&P complaints. Provides recommendations to management on resolutions.

  • This position administers the Federal Commercial Driver's License Drug Testing Program by ensuring compliance with DOT regulations related to background checks and drug testing procedures.

  • Conducts training in all areas of employee & labor relations. May be assigned special projects and assists with other duties as assigned.

Qualifications

Bachelor's degree and two years of experience in human resources and/or labor relations; or a high school diploma or equivalency and six years of experience in human resources and/or labor relations. (Note: A combination of post high school education and experience in the same; or higher education can substitute for experience at the equivalent rate.)

The next you may be taking statements as part of an investigation that could lead to someone losing their job. Let's be honest - this role is challenging. What can I expect in the first 60-90 days? Your first few weeks will be getting up to speed on all things FSU HR - our policies, procedures, and what is expected of you. You'll also spend time shadowing other ELR Analysts on cases, so you have a good understanding how to manage and process cases. There's on the job training, but you'll need to bring your previous experience and skills to the table; we're definitely not starting at entry-level. Previous experience in employee and/or labor relations is very helpful, and we'll spend time transferring those previous skills to this role.

Anticipated Salary Range

The minimum salary for this position is $48,712 and will be commensurate with experience.


A thorough salary analysis will be completed for each candidate, and a final salary offer will be determined based on the top candidate's qualifications.
