Who We Are

EPA's Office of Transportation and Air Quality (OTAQ) works to reduce air pollution and greenhouse gas emissions from vehicles and engines and the fuels that power them. Within OTAQ, the Testing & Advanced Technology Division (TATD) employs engineers, technicians, computer scientists, chemists, and IT specialists who come from a wide range of professional and educational experiences to operate the National Vehicle and Fuel Emissions Laboratory. This includes professionals with high school diplomas, certificates, apprenticeships, as well as two-year, four-year, or post-graduate degrees.

What We Do

The mission of EPA is to protect human health and the environment - safeguarding the air, water, and land upon which life depends. To support this mission, OTAQ develops and implements science-based policies and programs that reduce mobile source pollution. The lab's research and testing contribute to the development of the science supporting these policies and programs, such as vehicle emissions standards, and supports critical compliance and regulatory programs that protect people and the environment from transportation-source pollutants. Duties at the entry level of this position include:

* Develop and maintain vehicle emissions and energy efficiency test equipment and test sites for a national laboratory including customized data acquisition technology and processes.

* Provide knowledge and expertise related to hybrid and electric vehicles (i.e. powertrains, vehicle network data, control strategies, technology trends, driving and charging efficiency factors, and real world usage).

* Develop and conduct test procedures to best determine and reflect real-world usage of electric vehicles and/or improve test repeatability.

* Analyze, interpret, and present complex technical material and information to technical and non- technical audiences of internal and external stakeholders. Qualifications

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as working on developing strategies to reduce emissions from heavy-duty vehicles or engines; reviewing emissions test results of heavy-duty engines, powertrains, or other vehicle systems; and conducting test programs or procedures to evaluate engine emissions performance.

Your application package will be used to evaluate your competencies in the following areas: 1) Skill in program management; 2) Skill in oral communication; 3) Knowledge of electric powertrains and controls, automation, energy testing procedures, and instrumentation involved in the development and implementation of compliance and developmental testing programs; 4) Knowledge in hybrid and electric vehicles, vehicle network data, control strategies, and technology trends; 5) Skill and ability to review and interpret environmental regulations, policies, or guidelines that are data based and include information and options provided by scientific and engineering professionals; 6) Ability to interpret and present complex technical material and information to technical and nontechnical audiences of internal and external stakeholders.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education

You need a degree or combination of education and experience as described below to qualify for this position. All applicants must meet one of the following requirements to qualify for consideration for an engineering position:

* Successful completion of a professional engineering degree at an accredited university or college


-OR-

* Have a combination of college level education or training AND technical experience that has furnished you with (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration as an engineer.

2. Evidence of passing the Engineer-in-Training written test.

3. Successful documented completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences as described by OPM.

4. Successful completion of a curriculum leading to a bachelor's or higher degree from an accredited or pre-accredited college or university in engineering technology or in an appropriate professional field and at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
