Job Description:

MoveAmerica is seeking a Program Assessment Director who has a strong understanding of government technical development, program management, data analysis and DoD and Congressional reporting. The Program Assessment Director will be responsible for collecting and analyzing data related to small businesses and the DoD Office of Small Business' (OSBP's) efforts to expand the Defense Industrial Base.

The Program Assessment Director will be expected to develop and manage processes and procedures to collect and analyze data associated with the execution of MoveAmerica's role as the DoD Mentor Protégé Program (MPP) Intermediary and the operation of the MPP Strategic Response Cell (SRC). The Assessment Director is also responsible for the discovery, design, and development of mission-critical, high-priority reporting and processes, including collecting, cleaning, and analyzing relevant data, and creating metric driven data products. In addition, the candidate will work closely with cross-functional teams to identify opportunities for improving processes and delivering value to OSBP and SRC clients.

Responsibilities:
  • Manages a team that collects and analyzes data from a variety of sources, including government databases, surveys, and interviews.
  • Prepares reports on the findings of the data analysis for DoD and Congressional stakeholders.
  • Develops and implements a data collection and analysis plan to assess the impact of OSBP programs on small businesses and the DIB.
  • Provides expert guidance and support to OSBP and MPP SRC for collecting relevant data to support program monitoring and control in achieving OSBP mission goals and objectives.
  • Develops and manages a team of data analysts to collect, organize, and analyze data from OSBP programs and activities. Develops metrics for performance monitoring of OSBP programs.
  • Develops processes and procedures for drafting, coordination and distribution of statutory, regulatory and ad hoc federal and Congressional reporting as required for the execution of the DoD Intermediary contract and operation of the MPP SRC.
  • Conducts program analysis, documents findings, and makes recommendations on business processes and data elements.
  • Manages technical and database administration support to MPP SRC staff and clients.
  • Develops and applies new approaches for conducting complex, comprehensive studies which deal with major issues affecting execution of the DoD Intermediary contract and operation of the MPP SRC.
  • Communicates with internal and external stakeholders regarding OSBP and SRC program and service effectiveness.
  • Performs a range of activities related to analyzing data; researching information; and preparing materials of an analytical and descriptive nature.

Required Qualifications:
  • Experience with cleaning, managing, optimizing performance with, and processing large volumes of data.
  • Bachelor's/master's degree in mathematics, Operations Research, Economics, Data Science, Engineering, Computer Science or related programs.
  • 10+ years of relevant professional experience.

• Able to obtain an active TS/SCI clearance.
  • Strong Analytical, problem solving and communication skills.
  • Ability to work independently, prioritize tasks, and meet deadlines.

  • Experience in leading and managing a team of data analysts.
  • Ability to build dashboards to visualize data and model results.
  • Strong analytical and problem-solving skills to address complex issues and find innovative solutions.
  • Active TS/SCI security clearance.
