Job Description:

I. JOB SPECIFIC DUTIES AND RESPONSIBILITIES:
1) Reporting to the senior associate director, provides leadership for design and implementation of cloud infrastructure and DevSecOps as a service in alignment with the Board Technology Strategy and enterprise architecture.
2) Directly manages multiple units each of which has managers and analysts. Provides developmental opportunities for managers and staff and works to increase organizational productivity. Responsible for providing leadership to the division business line associated with service delivery.
3) Collaboratively working with various stakeholders, contributes to the development of a comprehensive cloud roadmap to migrate on-premises products and services to cloud.
4) Develops and maintains enterprise cloud hosting service and financial management strategy, process, and procedures to build, operationalize and scale cloud-based solutions that optimize cost, performance, and security.
5) Leads the physical design, development and management of cloud-based infrastructure and services balancing current and future needs for availability, performance, and capacity of IT systems and infrastructure through the forecast of future performance and capacity requirements.
6) Contributes to the development and adoption of key DevSecOps standards, patterns, and practices such as continuous integration and delivery, microservices, infrastructure as code, continuous monitoring and optimization, to support multiple concurrent development efforts across many projects in a hybrid environment.
7) Provides leadership to build and operationalize DevSecOps as a Service to streamline development and operations activities, enabling the development teams to deliver high-quality products with speed, stability, and scalability.
8) Collaborates with the security and compliance to ensure that all technology products and services meet information security requirements and are compliant with the Federal Information Security Modernization Act (FISMA).
9) Leads the development and execution of a detailed outcome-based change management plan that fosters a culture of transformation of traditional processes into modern DevSecOps workflows.
10) Develops strategic partnerships with stakeholders across Board Divisions and the Federal Reserve System and represents the Board on System committees to ensure alignment with business objectives, automation standards and strategy.

II. DIVISION SPECIFIC REQUIREMENTS:
The IT Division meets its mission by managing its services and operations according to five primary functions; managing a service delivery function which operates and integrates technology infrastructure and software development, managing the Board's information security and privacy programs, providing enterprise architecture and digital transformation services, directing the Board's and System's Statistics functions, and maintaining a program management function that supports administration, financial management, communications, and workforce development activities. The deputy associate director is expected to have a fundamental knowledge of each of these business lines and how they are integrated to support the entire lifecycle of data at the Board. The deputy associate director provides leadership, actively participates, and engages with various management committees and contributes to the execution of the Board Technology Strategy. Understands the strategic direction of System IT and works collaboratively with colleagues at Reserve Banks and National IT in support of national lines of business.

This position is located in Washington DC. Employees are expected to spend a minimum of 4 days per month onsite, subject to change. Relocation assistance is available. Some travel (5-10%) within the United States might be required.

III. KNOWLEDGE/SKILL/EDUCATION REQUIREMENTS:
1) Bachelor's degree in computer science, Information Systems, or related technical field (e.g., cloud technologies, artificial intelligence). Advanced Degree preferred.
2) A minimum of 12 years of related technical experience including 6 years of experience managing people.
3) Working in an agile manner, successfully delivered on various aspects of standing up cloud infrastructure and DevSecOps as a service including design, implementation, financial management and performance optimization.
4) Demonstrated experience overseeing a complex portfolio of enterprise projects.
5) Strategic thinker with demonstrated strong project execution and project management capabilities, analytical skills, political savvy, and conflict mediation skills.
6) Demonstrated experience and commitment to fostering collaboration and employee engagement.
7) Ability to lead and manage staff and projects effectively, set priorities, assess performance, guide staff development and make budgetary recommendations.
8) Ability to balance competing interests among a variety of clients and readily readjust priorities to respond to pressing and changing client demands. Must be able to anticipate and meet the clients' needs while maintaining high-quality end products.
9) Exceptional organizational savvy and agility as demonstrated by ability to manage across organizational boundaries, building high performing teams, diminishing organizational silos, strengthening teams, and facilitating effective group and team dynamics
10) Requires the ability to communicate effectively, both orally and in writing, with all levels of staff and management.

2) Has frequent contact with senior staff and other professionals in the division, elsewhere at the Board, and the Reserve Banks regarding matters pertaining to area(s) of responsibility.
3) Has regular contact with all staff in the function(s) to stay connected to the pulse of the division, provide leadership, and act as a role model.
4) Has frequent contact with individuals from other federal agencies, international organizations, and in the private sector regarding the subject matters in area(s) of responsibilities.

VII. INTERNAL MANAGEMENT RESPONSIBILITIES:
1) Provides guidance, coaching, and feedback to, and conducts performance reviews for managers and other direct reports, and ensures same is provided to all function staff.
2) Responsible for accomplishing approved program objectives for area(s) of responsibility within the financial and personnel resources allocated by the Board and the division's senior management.
3) Participates in the development of the division's strategic plan, goals, and budget. Recommends program objectives and their priorities for area(s) of responsibility.
4) Recommends personnel actions involving promotions, reclassifications, merit increases, and reassignments or separations in area(s) of responsibility.

VIII. POSITION DEMANDS:

5) Ability to operate under pressure to meet deadlines accurately and in a timely manner.
