Job Description:

Administer two Commission meetings per year in accordance with §55-603. The Commission on Military and Veteran Affairs shall meet two times each year at such times and places as shall be determined by the chairperson and shall keep a record of its proceedings. The chairperson may call special meetings at any time he or she deems necessary. The secretary shall mail written notice of the time and place of all meetings in advance to each voting and nonvoting, ex officio member of the Commission. The secretary shall also provide notice of all meetings as provided under §84-1411.


Prepare and submit the Commission's annual report in accordance with §55-606. The Commission on Military and Veteran Affairs shall prepare an annual report summarizing the military assets of Nebraska, including installations and missions, and the economic impact of the military assets in Nebraska. The report shall also include recommendations for preserving and sustaining military assets and missions existing in Nebraska and recommendations for actions which the state can take to encourage expanding such assets and missions. The commission shall submit the report electronically to the Legislature, the Governor, and the commanding officer of every military base in Nebraska on or before November 15 of each year.


Advocate for the growth of current and future Department of Defense units, missions, and related activities at Offutt Air Force Base or other military installations or locations in the State of Nebraska.


Build and maintain relationships with federal stakeholders to include Congressional Delegation staffs, the Defense State Liaison Office, DoD Intergovernmental Affairs, and the Office of Local Defense Community Cooperation.


Build and maintain relationships with State and Local stakeholders to include State Senators, County and City leaders, leaders throughout State government, and key leaders in the business community and Veterans.


Represent the State of Nebraska on the State Council of the Association of Defense Communities (ADC) and attend ADC conferences to increase awareness of DoD priorities and promote Nebraska for future military missions and related DoD activities.


Conduct strategic engagement and public outreach with multiple audiences to build awareness and support for preserving and protecting military installations across the state, attracting new missions to the state's military installations, and serving Nebraska's military and veteran families.


Provide program management and technical advice to the Nebraska Department of Veterans' Affairs in the execution of the Military Base Development and Support Fund and other military matters.


The State of Nebraska is seeking a self-driven executive leader to coordinate state and local actions to preserve and expand Nebraska's military installations and agencies, improve the quality of life and opportunities for Service members and their families, and to enhance the state's defense industries. As military affairs liaison for the Commission on Military and Veteran Affairs, you will have military experience, serve at the pleasure of the commission, and not be subject to Chapter 81, article 13 (pursuant to §55-605). The liaison shall be responsible for the administrative operations of the commission and shall perform other duties as may be delegated or assigned by the commission. The successful candidate will be a skilled influencer and leader, with a demonstrated track record of integrity, planning, and organizational skill.



Requirements / Qualifications:




Minimum Qualifications: "Military Experience" pursuant §55-605.



Preferred Qualifications: Bachelor's Degree or higher with five or more years of progressive leadership, management or supervisory experience including financial management experience.


Demonstrated innovative and strategic leadership and management skills. Excellent research, writing and verbal communication skills are essential. The candidate must demonstrate familiarity with issues pertaining to the Department of Defense. Candidate must be proficient in Microsoft Office Suite and a working knowledge of marketing strategies. Occasional travel may be required (out of state 2-3 times per year, Lincoln to Bellevue 1-4 times per month).
