The Cognosante Enrollment Assistance Program (EAP) contracts with the Centers for Medicare & Medicaid Services (CMS) Center for Consumer Information and insurance Oversight (CCIIO) and supports outreach and enrollment in multiple states to ensure continuity of coverage for Federally-facilitated Marketplace (FFM) consumers impacted by the Medicaid Unwinding following the end of the COVID-19 Public Health Emergency (PHE) or annual Medicaid and Children's Health Insurance Program (CHIP) redetermination process.

What is the position?
The Community Outreach Specialist position requires a passion for engaging people in underrepresented populations. This role is responsible for the management of outreach activities for the Cognosante Enrollment Assistance Program. The Community Outreach Specialist fosters partnership relationships and implements strategies to engage and connect in the community. This includes organizing in-person and virtual events, building relationships with agencies and organizations at both the local and state level. As a member of the EAP team, the Community Outreach Specialist works with the Training and Outreach Manager, the Deputy Program Manager - Field Operations, and the state team supervisor to deliver the expectations of the program.

What will I get to do?
  • Develop an understanding of the EAP, Medicaid Unwinding impacts, and any state specific requirements and contractual requirements.
  • Ensure all project-identified processes are followed and understand state regulations that impact outreach and education activities.
  • Strategize, develop, and implement a plan to expand the brand in order to engage and connect with the community.
  • Foster relationships with community organizations that assist populations with securing health insurance coverage.
  • Collaborate with local, state, municipal, and industry partners/organizations.
  • Identify opportunities for engaging underserved populations.
  • Plan virtual and in-person outreach and community events for consumer engagement geared towards the goals of the contract.
  • Evaluate data and analytics to aid in planning and to determine campaign efficacy.
  • Plan and aid in the design of outreach materials needed.
  • Represent CMS EAP at conferences, events, and public forums.
  • Demonstrate brand ambassador activities by sharing EAP social media messaging with partnerships.
  • Perform other duties as assigned.

What qualifications do I need?

  • The successful candidate will be expected to:
  • Pass a background check as required for certification
  • Successfully complete mandatory training and certification requirements within the allotted timeframe
  • Complete additional state registration, certifications, or background checks (depending on state of residence or state law) prior to performing any job duties
  • Adhere to prescribed conflict-of-interest prohibitions related to employment or compensation from health insurance issuers
  • Be available to work flexible/nontraditional hours, including evenings and weekends
  • Bachelor's degree and a minimum of 2 years of professional experience in outreach, education, sales, or marketing.
  • Minimum of 2 years of experience in a project coordination or event planning role with a federal, state-wide, or community-based organization.
  • Excellent oral and written communication skills.
  • Excellent facilitation skills delivering virtual and in-person workshops and informational sessions.
  • Ability to research, evaluate/analyze data, resolve, and present solutions to problems.
  • Must be motivated, flexible, detail-oriented, with strong organizational and team skills.
  • Experience in performing simple and routine assignments under supervision of a Manager.
  • Experience in using information sources to gather data pertaining to issues and topics relevant to work assignments.
  • Must be organized and able to multi-task.
  • Proficient in Microsoft Office suite.
  • Possess a valid driver's license and have access to a reliable, currently insured vehicle
  • Participate in frequent travel
Preferred Qualifications
  • Experience in the creation of outreach messages, community education materials, and public engagement content for diverse digital platforms is highly desired
  • Advanced PC skills
  • Ability to travel to work locations within a local metropolitan area or state
  • Ability to effectively present information and respond to questions from groups of managers, clients, or customers
  • Exceptional strategic thinker with ability to work with and resolve complex problems associated with diverse groups
  • Knowledge of Medicare, Medicaid, Marketplace, or health insurance eligibility requirements
  • Experience in territory management/development
  • Experience working with affinity groups

Compensation

$50,811.81 - $76,217.71

The pay range for this job is determined by various factors, including but not necessarily limited to location, responsibilities of the job, and alignment with market data. When determining a salary for this role, the following factors may be taken into consideration - contract-specific affordability, education, knowledge, skills, competencies and experience. The estimate displayed represents the salary range for this position and is just one component of Cognosante's total compensation package for employees. It is not necessarily reflective of actual compensation that may be earned, nor a promise of any specific pay for any specific employee.
