Job Description:

In support of Program Manager Advanced Amphibious Assault, we are seeking a Senior Budget Financial Analyst with experience in supporting DOD Federal acquisition programs; knowledge of policy/principles/organizational protocols.

The specific requirements and tasks may include, but are not limited to the following:

  • Prepare draft Budget Baselines by platform and appropriation (i.e., RDT&E, PMC, and O&M) which accurately incorporate the project plans of PdMs and Functional Competencies (e.g., Engineering, Logistics, and Test & Evaluation).
  • Provide project-level details within Budget Baselines which describe the effort funded in understandable terms and include amounts funded by FY, pertinent funding details (e.g., Product Service Code, Object Classification Code), and agency/Government activity to be funded.
  • Incorporate values across the Future Years Defense Program (FYDP), as well as complete values for years beyond the FYDP, incorporate applicable budget guidelines and ground rules and assumptions, incorporate project/program schedules, and balances to the prevailing program budget controls.
  • Document Budget Baselines to be defensible and supported by underlying logic (e.g., computational values, formulas, and corresponding notes that explain how budget values were derived).
  • Prepare Budget Baselines to support each budget cycle (i.e., DoN, OSD, and President’s Budget) and, as required, to support "what-if" analyses, Program Objective Memorandum (POM) deliberations;
  • Coordinate with the AAV and ACV Programs and Functional Competency managers (e.g., Engineering, Logistics,
  • Test & Evaluation, etc.) to compile project and program requirements into a complete set of Obligation Plans that:
  • Describe activities in understandable terms,
  • Identify required funding, agency/Government activity or vendor/supplier funded, procurement method (e.g., reimbursable, direct cite, contract/delivery order, Military Interdepartmental Purchase Request (MIPR), Budget Transfer Request (BTR)),
  • Identify timing of obligation; incorporate realistic time-phasing of obligations, and compare monthly and cumulative obligations to OSD benchmark values;
  • Prepare Expenditure Phasing Plans which incorporate Budget Baseline values, Obligation Plan details including time-phased obligations which match project/program plans, incorporate realistic time-phasing of expenditures, and compare monthly and cumulative expenditures to OSD benchmark values;
  • Prepare draft Budget Exhibits to satisfy applicable budget guidance keeping within proper budgetary acumen;

Education/Experience:

Bachelors Degree with (10+) years of related work experience in public or private sector business/financial management, technical analysis, or logistic support analysis directly related to task area. Program experience in major systems RDT&E and Procurement programs. Comprehensive and detailed knowledge and understanding of governing budgetary policies, precedent-setting decisions, procedures, and regulations issued by the department, the parent command, and the employing installation to assure that budget forecasts, estimates, and submissions conform to requirements, guidelines, and financial objectives.

Specific/Preferred Requirements:

  • Position requires the ability to pass and maintain a Security Clearance.
  • DAU Level III Certified in the Business, Cost Estimating and Financial Management field.
  • Experience performing financial management duties for Acquistion Category 1 (ACAT-1) Major Defense Acquisition Programs (MDAP).
  • Experience managing MDAP prime contracts requirements (development and procurement).
  • Understanding of data presented in and is able to prepare the “Spruill Chart”.
  • Has hands-on experience preparing or managing the preparation of Research, Development, Test and Evaluation (RDT&E) budget exhibits (R-Forms) and Procurement exhibits (P-Forms) for a MDAP.
  • Understanding of the rules governing the full funding and incremental funding policies.
  • Experience budgeting for and executing major modifications of in-service weapon systems or Product Improvement Programs.
  • Familiarity with and able to make “color of money” decisions using the Product Improvement Funding Decision Logic Table.
  • Understanding of the process for evaluating program office budget execution performance.
