Job Overview:

The Principal Procurement Specialist develops a supportable Project Procurement Plan for proposal/bid to include strategies and execution details for purchasing, material control, expediting, logistics, and a purchasing responsibility matrix. Obtains required approvals and implement. Must have strong experience negotiating terms and conditions.

Key Tasks and Responsibilities:

  • Prepares, or assists in preparing, bid budgets, staffing plans, effort completion forecasts, etc. Manages project proposal procurement staffing levels and personnel assignments in such manner that a responsive, capable, and cost-effective team of the right skill mix is maintained.
  • Ensures needed resources are available to meet procurement work requirements and permits achievement of agreed upon proposal goals success criteria.
  • Provides general management of procurement activities and performance provides direction and support to team members, so that procurement deliverables are obtained within project constraints of budget and Prepares, or assists in preparing, bid budgets, staffing plans, effort completion forecasts, etc. Manages project proposal procurement staffing levels and personnel assignments in such manner that a responsive, capable, and cost-effective team of the right skill mix is maintained.

  • Provides main procurement interfaces with other proposal/bid departments, groups, and contractors. Ensures owner needs are identified and effectively addressed. Actively involved in the proposal activities for major purchase orders.
  • Oversees commercial content of all proposals, ensuring that all negotiations and conditions are accurately reflected in the documents. Responsible for adherence to proposal approval requirements. Responsible for effective and timely reporting of status for procurement activities, in accordance with established proposal requirements.
  • Ensures procurement related problems are addressed by appropriate proposal personnel and assists with appropriate corrective actions. Identifies unexpected or unplanned risk issues to project management for PROM development
  • Adheres to Proposal Procurement Procedures, maintenance of accurate procurement files, and audit accountability and also to company policies and procedures.
  • Provides procurement representation as appropriate for proposal/bid meetings. Attends, as appropriate, meetings related to major awards. (pre-bid, bid clarification, pre-award, award, mobilization, progress, etc.).
  • Supports the bid requirements with respect to quality, cost, and schedule and monitors and documents personnel performance and assists proposal personnel in resolving conflicting priorities and issues relating to Procurement and issues.

Essential Qualifications and Education:

  • Bachelor's Degree in Construction, Engineering, Business
  • 10 to 15 years of relevant experience in offshore construction or oil and gas industry.
  • 5 to 8 years of relevant experience in procurement/material management including offshore subcontracts administration
  • Candidate must have experience working with large purchase orders and the ability to put together large complex contracts in addition to negotiating terms and conditions.
  • Effective communication and presentations skills.
  • Effective problem solver.
  • Effective negotiator.
  • Good decision-maker.
  • Computer literate in Word, Excel, Access, PowerPoint, etc.
