Position Overview

The Subcontracts and Procurement Manager is an individual contributor responsible for providing Subcontract & Procurement support. This role will review customer solicitations and support business winning initiatives, draft solicitations and support the development of scopes of work for suppliers and subcontractors, evaluate supplier/subcontractor bid and proposals, draft and negotiate purchasing agreements, procurement modifications, and other contract actions. You will support development of Procurement business systems, policies and procedures, and reports in line with best practices to facilitate strong management of subcontracts and compliance with CPSR requirements, Federal Acquisition Regulations and all applicable laws. You will compile Procurement Packages, Purchase Orders and proposals in compliance with these policies and procedures. You will also develop and maintain strong working relationships with external and internal stakeholders.

Essential Duties and Responsibilities:
  • Support for project planning and management, particularly in managing subcontractor strategy and ensuring delivery from suppliers.
  • Responsible to administer all affairs between HDUSA subcontractors for various types of subcontracts, including fixed price, cost reimbursable, IDIQ and other arrangements.
  • Solicitation/Preparation of Request for Proposals (RFP's) and Request for Information (RFI's) Proposal negotiations, including cost, terms and conditions, and scope of work
  • Full life cycle management, including but not limited to Subcontract preparation, placement, and continued administration/monitoring to assure subcontractor compliance to requirements/scope of work
  • Administer major subcontracts/purchase orders, control costs and assure on time delivery to support program requirements
  • Lead formal subcontract close-outs
  • Preparation and negotiation of teaming agreements and proprietary data agreements
  • Coordinate "Source Selection" process
  • Coordinate and support Supplier On-boarding
  • Support Supplier Quality Management
  • Ensure HDUSA compliance with applicable procurement laws and regulations
  • Other duties as assigned

Qualifications/ Experience
  • Minimum of 7 years' experience in supply chain management, subcontracts management, or similar role.
  • Have a working level knowledge with International Export/Import Requirements & International Traffic in Arms Regulations (ITAR)
  • Have a working level knowledge with Federal Acquisition Regulations (FAR/DFARS)
  • Previous experience with price analysis and negotiations skills, including cost and pricing data requirements
  • Familiarity with direct and indirect procurement practices, price analysis, understanding of U.S. Government policies and regulations, and knowledge of related business principles
  • Ability to operate independently and communicate effectively, both internally with technical staff, peers, and management, as well as externally with suppliers
  • Attention to detail; high comfort with analytics
  • High proficiency in leading effective source selections, understanding and analyzing cost breakdowns, negotiations
  • Proficient use of MS Office products

Education
  • Bachelor's degree in supply chain management, logistics, business, or other related field, or equivalent experience

Special Knowledge / Skills:
  • CPSR experience
  • Small Business reporting in eSRS
  • Possess strong written and verbal communications skills, strong mathematical, analytical, and organizational skills
  • ERP system experience
  • Earned Value Management experience desirable
  • Ability and willingness to travel up to 30%

Physical Demands / Work Environment:

While performing the duties of this job, the employee is regularly required to talk and hear and use hands to finger, handle, and feel. The employee is required to reach with hands and arms and have adequate mobility to stand, walk, sit, stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to twenty (20) pounds. Specific vision abilities required by this job include close vision and ability to adjust focus.
