Program Manager, Digital Innovation Initiative

The Center for European Policy Analysis (CEPA) is hiring a Program Manager for its Digital Innovation Initiative (DII). The ideal candidate should be result-oriented, organized, and have experience working in policy in Washington DC. As a member of the team, the Program Manager will play a vital role in shaping the program. They will be responsible for overseeing day-to-day program operations, including publications, events, and engagement with both contributors and supporters. The Program Manager for DII will work closely with and report directly to the Director.

CEPA's DII aims to explore tech policy trends in Europe and the United States to promote transatlantic unity on digital regulation. The program brings together governments, companies, and expertise to ensure that democracies maintain their competitive edge on tech innovation.

Responsibilities:

  • Assist the program in demonstrating thought leadership by engaging with the technology policy community, taking on speaking engagements and media, and producing written analysis for both CEPA and external outlets.
  • Provide strategic input to the Director on key substantive areas at the intersection of national security and transatlantic technology policy, including international cooperation on technology trade policy, government regulation of the digital sphere, and regulation of emerging technologies.
  • Assist with day-to-day programming and operations, including managing staff, fellows, budget, and projects.
  • Play a lead role in delivering sustainability of the initiative through successful fundraising, relationship management, and engagement, including active prospecting/cultivation/stewardship of funders.
  • Help to drive substantive programming in DII key areas of focus by writing or commissioning papers, hosting events, and recruiting new fellows.
  • Work closely with the Director to align programmatic priorities with CEPA's mission.
  • Design for impact by thinking of creative ways to get DII products and analysis to key stakeholders.

Qualifications:

  • A Master's level education is highly desired.
  • Substantive knowledge and an analytical track record on the key issue areas covered by DII, especially deep familiarity with tech regulation issues and European affairs as they relate to US foreign policy and national security.
  • Minimum three years of applicable experience, including at least one year in a think-tank or similar setting. Experience leading public policy in a tech company is highly desired.
  • An extensive track record in project and team management.
  • Demonstrated ability to manage multiple tasks in a time-sensitive environment.
  • Strong verbal and written communication skills required.
  • Ability to handle sensitive information, meet deadlines, and maintain grace under pressure.
  • Willingness to respond to an evolving set of priorities.
  • Desire to work independently to build an exciting and impactful initiative.
