Dewberry is seeking a Subcontracts Manager to provide full-cycle subcontract administration to support subcontractor management for our federal programs. Responsibilities:
Establish relationships with the Project Managers, Operating Managers, Suppliers, and other Stakeholders
Maintain a working knowledge of Federal Acquisition Regulations (FAR) and standard commercial procurement practices
Attend training as necessary to keep current on regulation changes, industry updates, etc.
Review and analyze specifications, statements of work, pricing and other contractual provisions with suppliers and subcontractors
Participate in proposal process by coordinating actions between Dewberry stakeholders and suppliers
Review and negotiate Subcontractor redlines
Identify flowdown requirements from the prime contract
Prepare and maintain complete Purchase Order and Subcontract files in accordance with FAR policies, Dewberry corporate procurement guidance, and other applicable references to ensure compliance throughout the procurement cycle
Prepare subcontract modifications
Actively manage the procurement process from RFI and order placement through receipt of services, subsequent payment of invoices, and closeout
Use experience and working understanding of Prime/Subcontractor/Consultant relationships to support Project Managers with various types of contracts
Understand the requirements to develop compliant subcontract files and review files for compliance with CPSR and other government requisites
Ensure compliance and act as expert for company practices, policies, procedures as it relates to all subcontract activities
Support Federal government (DCMA, DCAA, etc.) inquires related to Procurement documentation and/or processes including leading the preparation for a government-conducted Contractor Purchasing System Review (CPSR)
Help ensure that Procurement operates ethically and in strict compliance with government procurement regulations and law
Lead development, communication, and implementation of guidance, training, and support to all staff on subcontracting processes and best practices
Assist with developing, communicating, and implementing procurement strategies and plans in accordance with overall company and business objectives
Plan, organize, prioritize, and perform multiple tasks to perform job functions in an orderly, efficient manner
Work professionally in a team environment and independently as necessary
Provide support to co-workers, suppliers, and auditors
Required Skills & Experience:
Bachelor's degree in Business, Law, Finance, or related field or equivalent experience
10 years' experience in subcontract management or contracting
Thorough knowledge of and experience working with the FAR, DFARS, and the government acquisition process
Demonstrated experience with managing the procurement process including solicitation, evaluation, award, and documentation
Experience negotiating terms and conditions, analyzing for risk, and recommending mitigation strategies
Previous experience with the full range of subcontract types, FFP, Cost Plus, Hourly not to Exceed, Time & Material, etc.
Experience with small business subcontracting plans
Experience supporting a Contractor Purchasing System Review (CPSR)
Strong analytical, negotiation and subcontract management skills
Excellent communication skills (written, oral, presentation)
Ability to achieve agreed upon goals with little supervision
Demonstrated professionalism
Sound business ethics
Thorough knowledge of and ability to effectively use MS Office (Access, Word, Excel, Outlook, and PowerPoint)
Ability to gain proficiency in enterprise procurement tools
Preferred Characteristics
Experience with Federal, State, and Local government subcontracting
Experience with Deltek Vantagepoint
