Position Summary
  • The Director of Employee and Labor Relations assists in developing, administering, and directing an effective labor/employee relations program.
  • Ensures accuracy and uniformity in contract administration, implementation of hospital policies and procedures and compliance with local, state and federal labor laws.
  • Provides consistent opinion on the interpretation of hospital policies and procedures, collective bargaining agreements, and local, state and federal laws.
  • May make recommendations to management in regards to labor/employee relations issues. Offers direction and advice to Jackson Health System (JHS) supervisors to ensure compliance with labor contracts and applicable laws.

Duties & Responsibilities
  • Serves as a consultant to management of JHS in preparation for collective bargaining and grievance activities, arbitration, PERC, performance and personnel appeal hearings.
  • Provides day-to-day supervision of the Employee/Labor Relations and Workforce Compliance Department.
  • Provide supervision to the Workers' Compensation/Integrated leave, Occupational Health, and Employee Work/life Services (EAP) staff.
  • Advises management in administration of labor contracts. Examines supervisory practices and hospital policies and procedures for compliance with labor contracts.
  • Oversees supervisor training regarding their role in counseling, disciplinary actions, and performance evaluation and classification appeals.
  • Advises administrators and supervisors on their role when interacting with employee representatives.
  • Engages with the CHRO and/or other Senior Leadership staff in the administration and / or problem resolution of labor, regulatory or workforce compliance matters.
  • Spokesperson role in negotiating the labor contracts and implementing workforce needs to consistently comply with personnel, discrimination, and regulatory policies and laws.
  • Prepares for contract negotiations on a consistent and regular cycle. Works collaboratively with HRCM management, senior leadership, labor relations and others in developing preventative and proactive management policies, processes, and related training.
  • Supervises the department through productivity, performance management, data systems, process improvement, and regularly communicates and educates results and needs to MLT and EMLT as needed.
  • Develops and implements appropriate change management, organizational development, and training needs relevant to the functional areas of the department. Provides consistent opinions on the interpretation of hospital policies and procedures, collective bargaining contracts, and local, state and federal laws.
  • Monitors documentation on disciplinary actions forwarded to the employee's permanent personnel file for completeness and consistency with hospital policy and for appropriateness of action in relation to the offense committed and the employee's prior record.
  • Provides management with an analysis and statistics on the number of counseling and disciplinary actions given to hospital employees, additionally maintains data on grievances and employee appeal hearings. Maintains state-of-the-art knowledge on all aspects of employee and labor management.
  • Develops and maintains personal rapport with private and public labor leaders to facilitate the exchange of information and to resolve labor issues. Assists other areas of the Human Resources Division as required to complete special projects and ensure appropriate service to customers.

Education
  • Bachelor's degree in related field is required. Master's degree is strongly preferred. Juris Doctorate highly preferred.

Experience
  • Generally requires 7 to 10 years of related experience. Management experience is required.
