Job Description:

POSITION OVERVIEW

This role will lead several functional responsibilities related to trade, industrial security, and regulatory compliance within Hanwha Defense USA (HDUSA). This role will be responsible for managing HDUSA Export and other Trade Compliance Programs to assure compliance with U.S. Government laws and regulations, HDUSA policies and procedures, and standard and accepted export/compliance practices in the defense industry.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Designated as Empowered Official pursuant to 22 CFR25 of the International Traffic in Arms Regulations (ITAR) to provide required certifications to the U.S. State Department's Directorate of Defense Trade Controls.
  • Ensures corporate, line of business, functional, and programmatic compliance with all U.S. export/import laws and regulations, to include the ITAR, EAR, CBP, FTR and other applicable federal government regulations.
  • Stays current on developments concerning export/import laws, regulations and policies including changes involving the processing of licenses and agreements through the U.S. Government. Coordinates implementation of these changes at the corporate level.
  • Provides guidance regarding a wide variety of ITC matters, including licensing, agreements, exemptions, exceptions, classification/jurisdiction, and regulatory requirements. Supports the business leaders and teammates in addressing and resolving export/import issues as they arise.
  • Provides clarification and guidance on relevant corporate policies. Contributes to the development and maintenance of corporate policies, processes, and procedures. Supports initiatives for process improvements related to corporate trade compliance policy, program, and processes.
  • Advises on international trade licensing and compliance to corporate headquarters leadership, lines of business, functional teams, and program groups, located at U.S. and international locations.
  • Advises on effective licensing strategies related to commodity jurisdiction/product classification, technology transfers, business development efforts, program execution, and product fielding support.
  • Analyzes and reviews information related to proposals, contracts, purchase orders, presentations and product development and participates in technical programmatic discussion/meetings for various products and services.
  • Investigates any aspect of a proposed export or import by the business to verify the legality of any transactions and the accuracy of the information to be submitted.
  • Oversees the maintenance of the export- and import-related recordkeeping functions as required by law. Oversight of the administration and implementation of the corporate managed export licensing data base, OCR EASE.
  • Evaluates, prepares, and manages the review and submission of incoming applications for export licenses, agreements, and other authorizations to ensure information is consistent with licensing requirements. Assists business in ensuring compliant license/agreement execution to include the submission of the necessary reports and records.
  • Acts as a primary liaison between business unit/program team and relevant U.S. government agencies regarding submitted applications and resolve issues in the adjudication process.
  • Ensures team compliance with all corporate directives in processing license and agreement applications and other import- and export-related correspondence to U.S. government agencies.
  • Identifies potential import/export policy or compliance issues and report them to the senior leadership team for resolution.
  • Supports internal risk assessment and reporting efforts, including to the senior leadership team and Board of Directors or committees thereof.
  • Participates in preparing export- and import-related training materials and conducts or oversees training to all relevant employees.
  • Conducts, participates in, and prepares for compliance audits on a periodic basis.
  • Continually develops knowledge of ITAR, EAR, CBP, and FTR regulations by attending seminars and conferences, participating in training, and keeping abreast of proposed and final regulatory changes.

QUALIFICATIONS

EDUCATION/EXPERIENCE
  • Bachelor's degree (BA) in Business Administration or a related discipline.
  • Export Compliance certification preferred (e.g., Certified Export Compliance Professional (CECP) or equivalent)
  • 7 or more years of related experience, including 5 or more years of strong ITAR and EAR export licensing and compliance experience.
  • years of experience as Empowered Official.
  • Facility Security Officer (FSO) Certification to be achieved within 6 months of appointment per NISPOM.

SPECIAL KNOWLEDGE / SKILLS:
  • Ability to facilitate work within and across teams and varied functions and levels of leadership, and customer and supplier contacts.
  • Broad understanding and knowledge of the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR), and a working knowledge of the Federal Trade Regulations (FTR).
  • Able to lead process improvements; able to oversee/conduct training and rollout efforts to institutionalize process improvements.
  • Ability to emphasize importance of export compliance practices to HDUSA staff and leadership through effective communications and training.
  • Ability to maintain a security clearance from the U.S. Government.
  • Ability to work harmoniously in a multi-cultural team environment.

PHYSICAL DEMANDS / WORK ENVIRONMENT:

Normal amount of sitting or standing, average mobility to move around an office environment, able to conduct normal amount of work at a computer. Must be able to lift 20 pounds. Vision abilities required by this job include close vision and ability to adjust focus.

This job position may include access to controlled information or technology covered under applicable U.S. export control laws. As such, employment for this job position maybe contingent on either verification that an applicant falls under the definition of a "U.S. Persons" (which included US citizens, US lawful permanent residents, and those granted U.S. asylum or refugee status) or on the company timely obtaining any necessary export license required under federal laws. The Company evaluates such export license situations on a case-by-case basis and may decline to procced with a job applicant in its sole discretion since export license applications can take many weeks to be processed.
