SENIOR PROJECT MANAGER

POSITION SUMMARY:

The Senior Project Manager will oversee and direct all aspects of obtaining entitlements for new residential communities. They will be responsible for coordinating with various agencies, internal departments, and outside consultants to achieve desired development goals. Reporting to the Vice President of Forward Planning, the Senior Project Manager will play a pivotal role in ensuring project success.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Provide leadership and management for forward planning and project management duties on assigned projects.
• Supervise all aspects of obtaining entitlements, plan approvals, and permits for new residential communities, including preparation of all necessary documents and plans, and presenting to relevant agencies.
• Execute upon stringent community entitlement and development construction schedules.
• Coordinate input from division executives and internal departments regarding site and architectural design.
• Obtain all required permits from local jurisdictions to support land development and home building operations.
• Supervise and coordinate with consultants including architects, engineers, landscape architects, and environmental experts in preparing necessary development applications, plans, and reports.
• Manage consultant, site development, architectural, and fee budgets effectively.
• Negotiate contracts for services with trade partners and outside consultants.
• Lead due diligence efforts for potential land acquisitions, including feasibility studies, budgets, and entitlement/development schedules.
• Manage DRE processing and Association formation documents, including budgets and CC&R's, and act as a liaison with HOA's.
• Coordinate common area improvement turnovers with relevant agencies, utility companies, and Homeowners Associations.
• Secure and exonerate all necessary bonds.
• Review plans and specifications from a design and cost perspective, identifying areas for detailed review and value engineering.
• Support the Operations Department throughout the construction process.
• Coordinate, schedule, and supervise consultant and trade partner activities to ensure necessary approvals and adherence to community schedules.
• Monitor construction progress of site development improvements, including demolition, grading operations, utilities, street improvements, and erosion control measures.
• Act as a liaison between trade partners, Master Developers, HOA's, neighboring stakeholders, consultants, and public agencies to resolve issues and exchange information.
• Process plans and paperwork for agency approvals, permits, and the release of bonds and letters of credit.
• Perform any other duties as assigned.

QUALIFICATIONS:
• Minimum of ten (10) years of experience in community entitlement and homebuilding, with some public agency experience preferred.
• Experience in homebuilding and land development in Los Angeles, Orange, Riverside, and/or San Diego counties.
• Bachelor's Degree in construction management, urban design, business, engineering, or related field.
• Valid driver's license.
• Advanced proficiency in Microsoft Office Suite.
• Strong analytical and writing skills.
• Excellent interpersonal and communication skills.
• Ability to manage multiple deadlines concurrently and produce results in high-pressure situations.
