Job Description:

The Senior Director of Clinical Services assumes responsibility for the day-to-day operations and oversight of the Clinical division within an inner-city agency, ensuring strict adherence to all relevant State and Federal regulations. This role will have direct supervision of the RN Managers and also collaborates closely with the Senior Director of Long-Term Support Services to foster a cooperative Interdisciplinary Team approach. This role involves a high degree of collaborative work with other managers, supervisors, and directors.

Essential Functions and Responsibilities:

  • Motivate, support, and regularly supervise RN Managers and staff RN's.
  • Contribute to the development of internal quality assurance activities, including random case file reviews and policy and procedure training, in collaboration with the Director of Projects and Quality.
  • Ensure program compliance with EOEA, state, and federal policies and regulations, including the timeliness of assessments and community screens.
  • Develop and implement clinical and operational policies and procedures to enhance the quality, efficiency, and cost-effectiveness of service delivery.
  • Establish clear and concise processes to ensure compliance with all policies, procedures, quality standards, and regulations.
  • Assist in the design, operation, implementation, and evaluation of new and existing programs.
  • Lead the interviewing, hiring, and training of all RNs, and participate in the orientation process for program staff.
  • Identify RN training needs and collaborate with Human Resources to enhance staff skills and performance.
  • Represent the agency in various community forums, statewide Program Management meetings, and professional boards and committees as needed.
  • Attend, participate in, and conduct agency and departmental meetings as required.
  • Provide necessary reports for nursing-related program activities.
  • Conduct regular staff performance reviews, offer feedback, and develop corrective action plans to ensure compliance with policies, regulations, quality standards, and productivity benchmarks.
  • Undertake other duties and projects as assigned.

Qualifications:

  • Preferably, experience in an Aging Services Access Point with a working knowledge of Home Care, Special Programs, Medicare, Medicaid regulations, and community resources and reimbursement systems for health and social services.
  • Demonstrated proficiency in computer-based recordkeeping and reporting systems, with SAMS experience preferred.
  • Proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint.
  • Excellent verbal and written communication skills, as well as strong presentation and training abilities.
  • Demonstrated leadership capability, with strong interpersonal and team-building skills within diverse interdisciplinary teams.
  • Ability to maintain a positive attitude while motivating staff, resolving conflicts, and negotiating differences.
  • Ability to thrive in a fast-paced human service environment under pressure.
  • Flexibility, openness, and responsiveness to ongoing industry changes.
  • Demonstrated ability to work effectively in urban, multi-ethnic, and racially diverse environments and to support diversity among staff and clients.
  • Organizational and detail-oriented with strong time management and prioritization skills, capable of handling diverse responsibilities and working independently with minimal supervision.
  • Capacity to provide supervision on home care client assessment issues.

Education, Skills, and Experience:
  • Must hold a valid Registered Nurse license in Massachusetts.
  • Master's degree in nursing, Social Work, Human Services, Public Administration, Gerontology, or related fields, along with six years of experience in Human Services, including at least three years in a supervisory/administrative capacity.
  • Bachelor's Degree in Nursing, Social Work, Human Services, Public Administration, Gerontology, or related fields, plus seven years of experience in Human Services, with at least five years in a supervisory/administrative role.
