Illinois Early Childhood Asset Map (IECAM)



Job Summary

This position will assist in creating and maintaining a brand-new data-powered online tool. The successful candidate will work closely with IECAM's web and data teams to build a new data tool that showcases IECAM's work with the Illinois Longitudinal Data System. This entails building a website that connects to multiple data sources to present mapping, graphs, visualizations, tabular data, and more. The front-end developer will also assist with updates and maintenance to the main IECAM website, as well as assist in any new websites, data tools, and dashboards that are built in the future.

Major Duties and Responsibilities:

  • Web Development
    • Building and maintaining a new webtool using data from the Illinois Longitudinal Data System and other sources
    • Maintaining and adding features to the main IECAM website
    • Maintaining and adding features to the IECAM Regional Reports website
    • Creation of new tools and dashboards to present data
  • Additional data or technology-related tasks as needed
    • Working with the IECAM data team to prepare, visualize, and present early childhood care and education data for our audiences
    • Occasional SQL database work
    • Respond to data requests and other questions from IECAM users

Specialty Factors
  • High school diploma or equivalent.
  • Any one or any combination totaling two (2) years (24 months) from the following categories:
    • College coursework which includes Information Technology (IT), IT Management, Programming, IT systems, or a closely related discipline, as measured by the following conversion table or its proportional equivalent:
      30 semester hours equals one (1) year (12 months)
    • Associate's Degree (60 semester hours) equals eighteen months (18 months)
    • 90 semester hours equals two (2) years (24 months)
    • Bachelor's Degree (120 semester hours) equals three (3) years (36 months)
    • Work experience in IT-related functions, such as hardware/software support, programming, network design, network engineering, IT systems integration, or closely related field.
      Demonstrated experience designing data-powered tools and dashboards for Early Childhood Education and Care.


Preferred Qualifications



• Bachelor's degree in library and information science, urban and regional planning, education, or related field


• Experience working with SQL, PHP, and Python


• Experience with cloud software platforms such as Azure and Amazon AWS


• Experience using Python for web development


• Knowledge of PHP


• Experience working with Symfony


• Experience with SQL database management


• Experience working with JavaScript, HTML, and CSS



Knowledge, Skills and Abilities
  • Knowledge of MS Office products (Word, Excel, Access, etc.)
  • Familiarity with SQL
  • Familiarity with demographic data, such as from the U.S. Census Bureau
  • Strong writing and verbal communication skills
  • Organizational skills and attention to detail
  • Ability to work both independently and collaboratively
  • Willingness to learn new technologies
  • Experience working with versioning tools such as GitHub

Appointment Information


This is a 100% full-time Civil Service 5031 - Information Technology Technical Associate position, appointed on a 12-month basis. The expected start date is as soon as possible after closing. The minimum salary for this position is $65,000 but commensurate with experience.
