Job Summary
The Manager, Federal Cost Accountant provides leadership for the development and oversight of cost compliance and cost policy, including the preparation of Indiana University's institutional Facilities and Administration (F&A) rate proposal.
Department-Specific Responsibilities
Prepares the annual F&A rate using MAXIMUS' Comprehensive Rate Information System (CRIS).
Analyzes updated CRIS model to identify trends or issues that may have a material impact on either the F&A rate calculation or IPEDS reporting.
Continuously analyzes and reviews university records and processes to assure compliance with applicable federal regulations related to F&A proposals.
Works with the university's consultant to develop the federal F&A rate submission for negotiation. Provides support for the submission and negotiation with all applicable data, requests for information and required workpapers.
Provides ongoing data and analysis to Controller's Office leadership regarding the institutional impact of potential changes to the F&A rate.
Updates the space inventory and coordinates completion of the room function survey using WebSpace.
Researches new/existing federal cost regulations to create/update research memos to document impact on the university.
Recommends updates as needed to policies and standard operating procedures for Cost Accounting.
Provides guidance to Recharge Accounting, recharge centers, and Office of Research Administration for compliance with applicable federal regulations and any related potential impact on the university's F&A rate.
Calculates the annual blended fringe benefit rates for the university.
Allocates applicable credits to grants and recharge centers.
Calculates the amount of compensation of IU employees spent on lobbying activities for the quarterly Lobbying Report.
Works on projects related to maximizing the F&A rate and maintaining compliance with Uniform Guidance.
General Responsibilities
Applies Generally Accepted Accounting Principles (GAAP).
Performs highly complex accounting assignments requiring advanced professional experience, knowledge, and competency in GAAP.
Develops and recommends complex accounting systems, methods, procedures, and controls to safeguard the organization's assets.
Prepares, reviews, and provides interpretation of highly complex reports and analyses for manager and officers.
Implements recommendations for improved operations.
Oversees specialized accounting assignments including the preparation, analysis, and reporting of accounting transactions to ensure the integrity of accounting records for completeness, accuracy, and compliance with all relevant regulations, laws, and reporting requirements.
Provides guidance to lower-level accounting employees.

Working Conditions / Demands
This role requires the ability to effectively communicate and to operate a computer and other standard office productivity equipment. The position involves sedentary work as well as periods of time moving around an office environment and the campus. This position is eligible for remote work or to work a hybrid schedule (mix between remote and in-person work), subject to change in the future based on university policy and business needs.
Advertised Salary
$92,000 - $95,000 per year based upon qualifications
